New RTVV reopening law approved

The law proposal about the reopening of the Valencian public entity was approved in Las Corts (the Courts) last monday.  Now we know a little bit more about the possible broadcasting beginning date and the employees selection process.

We have recently reported that Consell has open the content tendering period for the new RTVV and now, we announce that Las Corts Valencianes (the Courts)  approved the law for the reopening of the pubic entity, that will be named Corporación Valenciana de Medios de Comunicación (Valencian Communication Media Corporation) and it is expected   to start broadcasting at the end of 2016. PSPV-PSOE, Compromís and Podemos voted in favour, whereas Ciudadanos abstained and PP voted against the proposal.

An Advisory Council  formed by ten people will shape the maximum body of governance in the new entity. The main difference with the preceding entity, that was formed in its totality by PP parliamentarians, is that members of this new council will be appointed by political parties, external agencies and workers.

The president of the new Corporación Valenciana de Medios de Comunicación (Valencian Communication Media Corporation) will be elected by Courts from a proposal made by a committee of experts led by communication professionals. Managing Director will be appointed by the same process.

Citizenship Council and debt

Another novelty is the creation of a Citizenship Council that will advise about the contents and programming, and will be able to give a non-binding monthly report.  All Valencian Community citizens can be part of the Council provided that:

  • Has 16 years or over;
  • Does not hold any political office;
  • Not affiliated to any union;
  • Not a part of the staff;
  • Does not work in communication media.

Likewise, and advisory board will be in charge of proposing, in a binding way, the news directs appointments.

To avoid repeating past mistakes, the law proposal considers the cessation of the Advisory Board members if the entity accumulates an anual debt of at least the 10% of the public support or if its incomes are reduced by 25%.  However, exemptions are permitted for justified reason, with reports from Valencian Court of Auditors and with the approval of the parliamentary committee.

Staff recruitment

One of the major issues to solve is the personnel recruitment. The selection process is, at the moment, unknown, but the experts committee is talking about an employee workforce with approximately 800 workers.

The closure of Nou Ràdio and Canal Nou in 2013 ended with 1.600 dismissals. The former employees take priority in the access to employment . Antonio Montiel, member of Parliament in the Courts by Podemos, affirm that the solution “is  half way between the RTVV company committee proposal  and other ideas, such as the Journalists Union. Former employees experience is valued on the basis of agreements and laws but they consider tenders to respect the equality, transparency and advertising principle”.

Among the content that will be broadcast in both radio stations and the three TV channels are TV series, miniserie and documentaries. The quality and innovation,  the spread of valencian culture and language, the financial profitability, and those projects that help to recover the audiovisual valencian sector will be valued.
