Miquel Francés, director of the University Master’s Degree in Audiovisual Contents and Formats and director of the Audiovisual Workshop (TAU) wrote on 1 July in the Levante-EMV webpage an interesting reflection on the constitution of the new public entity of the Valencian broadcasting company.

The road travelled for some Spanish autonomic broadcasting entities in the last years has impoverished the public space of audiovisual communication of Spanish proximity. The closing of some of the second channels, the restructuring of the old charts of many of the foundational entities or the Layoff (Employment Regulation Records - ERE) involved the fading to black of our Valencian broadcasting.

Before the precariousness of the Valencian public communication system, the future Valencian broadcasting has a special occasion to be able of creating a new model fully connected with the digital environment. The time has come to pass the regulation framework of the broadcasting public service with the maximum consensus as possible, to include the joint of the Valencian audiovisual production in a stable financing model and a professional and independent management from the political power. This is the big challenge to guaranteeing the audiovisual public service with all its social, cultural, linguistic and business consequences, from the maintenance of the information universalisation, the ideology independence and the free accessibility.

The constitution of this new governance and the creation of the new organisms for the direction and control of the new corporation must make way to a new public, effective and transparent broadcasting model. This organism should select and hire the best professionals, taking into account the contract labour act of any public enterprise. Sure, from the free turnout, many of the great professionals of RTVV meet the requirement.

Next steps

The law on the new Valencian Broadcasting will be voted plenary session of Les Corts on 14 July, the last ordinary plenary session of this sessions period. On 27 July, the members of the RTVV Governing Council, chosen by the Chamber, will be elected in a extraordinary plenary session.

As we already said, on 9 May it was passed in Les Corts Valencianes the bill on the re-opening of the public entity, which will be called Corporación Valenciana de Medios de Comunicación (Valencian Corporation of Media), and that is expected to start broadcasting at the end of 2016.

A Governing Council formed by ten people will be the highest governing body of the new entity. The main difference regarding the previous organism, formed almost totally by parliamentarians of the PP, is that the members of this new council will be appointed by the political parties, external organisms and workers.

Another new of the draft law is the creation of a Citizenship Council which will advise on the contents and programming, and which will be able to issue a non-binding month report.

With respect to the election of professionals, for now on we do not know how the selection process will be, but the committee of experts talks about a staff of around 800 workers.
