RULES FOR THE XXVIII «ESTUDI GENERAL» EUROPEAN AWARD FOR THE DISSEMINATION OF SCIENCE 2021

The University of Valencia and the Alzira City Council convene the XXVIII «Estudi General» European Award for the Dissemination of Science in collaboration with Edicions Bromera in order to encourage the production and dissemination of works that, with an understandable language, make available to the general public, and to pre-university students in particular, scientific and technological advances and also the dissemination of interesting aspects of the different areas of knowledge.

1. AIM AND RECIPIENTS

1.1 The award is open to essays devoted to popularise scientific and technological knowledge written in Catalan, Spanish, English and French and have a length between 250,000 and 300,000 characters (including spaces). The additional materials in the text must be original, free of rights or contain the required reproduction license.

1.2 People who have been awarded in previous years are not eligible for this year.

1.3 The following texts are excluded from this call:

• Undergraduate degree final projects

• Master’s degree final projects

• Doctoral theses

• Scientific articles

2. SUBMISSION OF APPLICATIONS

2.1 Works can be submitted preferably through the virtual office of the University of Valencia (http://webges.uv.es/uvEntreuWeb). They can also be handed in paper to the University of Valencia Registry Office (Av. Blasco Ibáñez 13, 46010 Valencia), addressed to the Scientific Culture and Innovation Unit. In this last case, an electronic copy shall be enclosed. The cover must include «Opta al Premi Europeu de Divulgació Científica “Estudi General” 2022», as well as title, author’s name, postal address, telephone number and e-mail address. A pseudonym can be used as long as the real names are provided in an attached sealed envelope. They can also be submitted to any official registry office as provided for in Article 16.4 of the Spanish Law 39/2015, of October 1, governing the legal regime of public administrations and the common administrative procedure.

2.2 The works submitted must be original and unpublished and will be judged by the jury anonymously, so they should not contain, in their text or images, any reference to their authorship.

3. DEADLINES

3.1 Deadline for submitting the originals is September 16, 2022.

3.2 Following the deadline, the titles of the works will be published on the official board of the University of Valencia (https://tauler.uv.es/) and on the Scientific Culture and Innovation Unit website (www.uv.es/cdciencia). A complaint can be filed within 10 days after their publishing by sending an email to cdciencia@uv.es. Following this period, and upon settlement of claims, a definitive list will be released.

4. MONETARY AWARD

4.1 The prize money of the «Estudi General» Award is set at € 12.000. The award involves, without any compensation, the publication of the winning work in a print run of at least 2,000 copies sold in Catalan and, where appropriate, 2,000 copies sold in Spanish, and subject to the withholding tax prescribed by law.

4.2 This prize is compatible with any other subsidy, grant, income or prize.

4.3 The processing and instruction of this procedure will be carried out by the Scientific Culture and Innovation Unit of the University of Valencia.

4.4 The prize money will be charged to the Chapter IV of the budget of the University of Valencia, line item 6750800000 for the Scientific Culture and Innovation Unit.

5. JURY AND VALUATION CRITERIA

5.1 The jury is formed by Rosa M. Donat Beneito, vice-rector of Innovation and Transference and who will preside; Carolina Moreno, director of the «Sense Fronteres» collection; Álvaro Martínez Camarena, winner of the 26th edition of this award; Lucía Hipólito, researcher of the Department of Pharmacy and Pharmaceutical Technology and Parasitology of the University of Valencia, and Joaquin Martín Cubas, researcher of the Department of Constitutional Law, Political Science and Administration of the University of Valencia.

5.2 If a member of the jury finds any reason for abstention, they must decline to be part of it, without prejudice to the liabilities for failing to do so.

5.3 For an objective assessment of works, the jury will consider the following weighting criteria:

• Scientific interest and coherence: up to 3 points

• Creativity and originality: up to 3 points

• Clarity and structure of the text: up to 3 points

• Correct use of grammar and spelling: up to 1 point

5.4 The prize will be awarded on a competitive basis. Subsequent voting rounds will be held by the jury until a given work obtains a majority, and thus will be the winner. However, the prize may not be awarded if the jury considers that none of the works submitted meets the minimum quality standards to be published. In no case shall the prize money be split between multiple winners. The winners will be published on the official board of the University of Valencia.

6. AWARDING

The prize will be awarded on the same date as the rest of the Premis Ciutat d’Alzira, that is, on November 11, 2022, during a literary awards dinner in which winners will receive the cash prize and a trophy, designed by Manuel Boix and symbol of the Premis Literaris Ciutat d’Alzira.

7. PUBLICATION

Edicions Bromera and the University of Valencia Publishing Service (Servei de Publicacions de la Universitat de València) will co-publish the Catalan version of the award-winning work in the «Sense Fronteres» collection. Also, these publishers will have exclusivity rights, for a maximum of one month, to publish any non-winning essay on the recommendation of the jury. The University of Valencia Publishing Service will have exclusivity rights to publish them in other languages and will promote translations.

8. RIGHTS AND OBLIGATIONS

8.1 The submission of works implies full acceptance of these rules and of the rights and obligations arising from them. All matters not covered by these rules will be solved following the free criteria of the jury.

8.2 The winner is committed to be part of the jury in the following edition of the awards, as a duty derived from the award and entitled to remuneration.

9. RESOLUTION

9.1 The resolution of the prize corresponds to the rector of the University of Valencia. It Will take place within a maximum of 6 months from the publication of the call.

9.2 Against this resolution, which exhausts the administrative channel, a possible appeal may be lodged within one month from the day following its notification or publication, before the same body that has issued it or directly administrative litigation, before the organs of the contentious administrative jurisdiction of the Valencian Community, within two months from the day following its publication.

9.3 The granting of these awards will be in accordance with the provisions of these bases and, in addition, Law 1/2015, February 6, of the Valencian Government, Public Treasury, the Public Sector and Subsidies, and Law 30/1992, November 26, on the Legal Regime of Public Administrations and the Common Administrative Procedure.

10.2 Purposes and legal basis of the treatment. In accordance with Regulation (EU) 2016/679 of the European Parliament and of the Valencian Council, April 27, 2016 on the protection of individuals with regard to the processing of personal data and the free movement thereof, the personal data provided in this call will be incorporated into the proper information systems of the University of Valencia with the purpose of managing and processing the applications in accordance with the provisions of Law 38/2003, November 17, on Subsidies.

10.3 Origin of the data. The University of Valencia will only treat the data provided by the applicant.

10.4 Recipients of personal data. In the framework of the relationship established on the occasion of the request to participate in the award, it is reported that only the data strictly necessary will be assigned in the following cases and for the following purposes:

• To banks for the payment of the prize.

• Publication of the awarding resolution on the official board of the University of Valencia. Additionally, for informative purposes, the resolution can be announced on web pages hosted under the official domain of the University of Valencia.

• Publication of the beneficiary, amount and object of the prize in the transparency portal of the University of Valencia (www.uv.es/transparencia), in compliance with the provisions of Article 8.1 a) of Law 19 / 2013, December 9, on Transparency, Access to Public Information and Good Governance, and Article 9.1 e) of Law 2/2015, April 2, on Transparency, Good Governance and Citizen Participation in the Valencian Community.

• In the National Subsidies Database, in compliance with the provisions of Article 20 of general Law 38/2003, November 17, on Subsidies.

10.5 Data retention period. Data will be retained and cancelled according to the following criteria:

▪ Regarding not awarded persons, data will be retained during the periods stipulated in the administrative legislation guaranteeing the rights of competitors.

▪ Regarding the awarded persons, data will be retained during the entire period linked to the management of the prize, and will be retained for the purpose of accreditation and certification of the awarding of the prize.

10.6 Rights. Those who provide the data have the right to request the person in charge of their processing to access their personal data, their rectification or deletion, or the limitation of their treatment, or to oppose the treatment, as well as the right to the portability of the data. The interested parties may exercise their access rights, by sending an email addressed to lopd@uv.es, sent from official addresses of the University of Valencia, or by writing accompanied by a copy of an Identity document and, where applicable, supporting documents for the application addressed to the Academic Delegate for the Protection of Data of the University of Valencia.

10.7 Right to file a complaint with a controlling authority. The University of Valencia, its foundations and associated entities are adapted to the LOPD and the RGPD. They have an address lopd@uv.es for any information, suggestion, request for exercise of rights and amicable resolution of controversies regarding the protection of personal data, without prejudice to the right to file a complaint with the authority of competent control.
