ICELAND-INV18. Uptaking the EN eInvoicing by public authorities in ICELAND

The research group LISITT coordinates the Project ICELAND-INV18, whose objective of this Action is to support the uptake of the European eInvoicing Standard (EN16931), mandated by the Directive 2014/55/EU, including both syntaxes (UBL 2.1 and CII) by eight Icelandic public institutions, allowing them to receive and process EN compliant eInvoices.

The research group LISITT coordinates the Project ICELAND-INV18, whose objective of this Action is to support the uptake of the European eInvoicing Standard (EN16931), mandated by the Directive 2014/55/EU, including both syntaxes (UBL 2.1 and CII) by eight Icelandic public institutions, allowing them to receive and process EN compliant eInvoices.

The implementation will take place in the following 8 Icelandic public institutions: Reykjavíkurborg (the capital of Iceland), Grímsnes og Grafningshreppur (municipality), Skeiða- og Gnúpverjahreppur (municipality), Akureyrarkaupstaður (city), Íslandspóstur ohf. (the Icelandic post), Félagsbústaðir hf. (the Reykjavík Social Housing) and two energy companies (Orkubú Vestfjarða ohf, and Orkuveita Reykjavíkur).

Therefore, in this Action, the 8 Icelandic public authorities will prepare their ERP (Enterprise Resource Planning) systems to the EN and will use PEPPOL e-Delivery Access Points and SMP registry services (provided by UNIMAZE) to allow cross-border exchange of invoices.

Moreover, a central validation service for Icelandic standards (Staðlaráð Íslands) will be set up by UNIMAZE. This validation service will provide a trusted web based tool to service providers, ERP implementers and other software companies and individual contractors implementing the EN to allow them validating a compliant EN invoice. The central validation service will be developed according to the Icelandic context and will facilitate the validation of the CIUS (Core Invoice Usage Specifications) adopted in Iceland.

The Action will enhance the cross-border eInvoicing B2G transactions in Europe. This Action will also contribute to the deployment of both the eDelivery and the eInvoicing Building Blocks in Iceland, engaging a representative sample of public authorities and institutions which will be, in turn, paradigmatic promoters of the eInvoicing uptaking for other public authorities and institutions in Iceland.
