The Spanish Ministry of the Interior, through the Intelligence Centre for Counter-Terrorism and Organised Crime (CITCO), has been responsible for coordinating the preparation of this publication. The following have participated in its preparation: the Spanish Ministry of Foreign Affairs, European Union and Cooperation, the Spanish Ministry of Justice, the Spanish Ministry of Defence, the Spanish Ministry of the Interior and the Department of National Security.

The contributions made by a group of experts representing universities, civil society and victims of terrorism were taken into consideration.

In an open, pluralistic and democratic society like ours, security is a fundamental pillar on which our coexistence in peace and harmony is based. Security is also a great responsibility, a common task that involves all of us, but one in which thousands of public servants are especially committed, working every day to ensure that Spanish citizens enjoy one of the highest levels of security in the entire European Union.

But there are serious threats to our security. And terrorism is undoubtedly one of the main threats facing our country. A phenomenon that has undergone a huge transformation in recent years, with some of its main protagonists changing and with an unprecedented scope of its perverse propaganda, but with the same barbaric methods and terrible consequences in terms of human losses. The victims of terrorism are the ones who suffer most directly from the terrorist scourge and it is to them that we should focus our most determined and decisive actions, now as always.
