GOALS:
- Systematize the particularities adopted by the constitutional jurisdiction within the framework of the implementation of the Socialist State of Law in Cuba.
- Establish the correlation between the legitimacy of the control of constitutionality and the configuration and exercise of public power in Cuba.
- Analyze the guarantees in the implementation of the principle of judicial independence in the implementation of constitutional justice in the new Cuban constitutional context.
- Analyze the judicial guarantees for the defense of constitutional rights in Cuba in the institutional framework generated from the approval of the 2019 constitutional text.
- Assess the role of constitutional justice in the legal and institutional reform promoted since the approval of the Constitution of the Republic of Cuba in 2019, based on the limits it imposes on state bodies within the specificities of the socialist scheme.
ACTIVITIES:
- Creation of a unit to promote studies in the field of constitutional justice, based at the University of Holguín, with a view to initially providing university advice, then to the legal sector of the province and the population in general.
- Carrying out an international postgraduate course on constitutional justice with social actors, legal operators, social science researchers, professors and university students.
- Modernization of computer equipment and networks to support research on constitutional justice at the University of Holguín.
- International mobility for training in constitutional justice.
- Promotion of research on constitutional justice in Cuba by scientific groups from the University of Holguín.
- Preparation of a publication of excellence in the subject.
- Holding an International Symposium.
RESULTS:
- Acquisition and shipment of computer material for the creation of the Constitutional Studies Unit on Constitutional Justice at the University of Holguín and the University of Oriente. Eight laptops were purchased with their support elements, and two tablets, which were transported to Holguín.
- Acquisition and shipment of bibliographic material for the Unit. 24 books requested by the counterpart (some coming from donations).
- The transportation of the computers and bibliographic material was carried out directly by the professors who taught the international course and professors from other universities who traveled to Cuba and who expressed solidarity with the project.
- Holding the international symposium on constitutional justice and challenges of constitutionalism. It took place in Guardalavaca, Holguín, on October 12 and 13, 2022, with the participation of a dozen Cuban and international researchers, with the participation of professors Adoración Guamán Hernández and Rubén Martínez Dalmau on the part of the project.
- Completion of the international postgraduate course on constitutional justice. It was held in Holguín on October 17 and 18, 2022, and Professor Carlos Villabella Armengol, from the University of Camagüey (Cuba), Professor Martha Prieto, from the University of Havana (Cuba), and Professors Guamán and Martínez Dalmau for part of the project.
- Preparation of a publication of excellence with the results of Cuban research groups. The publication was made with editing by Professor Vladimir Pita, from the University of Holguín and head of the counterpart. It was carried out in e-book and paper format, with open distribution.
