International Refugee Plan Scholarships 2026-2027

The University of Valencia announces scholarships for students fleeing armed conflicts or human rights violations, particularly in Palestine, who are potentially or effectively included within the scope of Law 12/2009, of 30 October, regulating the right to asylum and subsidiary protection.

Processing of the call

Acceptance of the scholarship and a responsible declaration must be sent to coop@uv.es within 10 days of receipt of the communication of the award decision.

Purpose
The International Refugee Plan scholarships aim to offer the opportunity to continue undergraduate or master’s university studies to students who are in a particularly high‑risk situation as a result of armed conflicts or human rights violations and who cannot continue their studies, including the following:

  • People with refugee status.

  • Applicants or beneficiaries of international protection.

  • Applicants or beneficiaries of stateless status.

  • Applicants or beneficiaries of temporary protection.

  • People in a situation of vulnerability in their countries of origin, who have been forcibly displaced from their place of residence, who are suffering human rights violations, or who have been subjected to violence.

Up to a maximum of 7 renewal scholarships are announced to ensure continuity in the studies of those who were beneficiaries of the University of Valencia’s international refugee scholarship in previous calls:
a) 6 scholarships for beneficiaries of the International Refugee Plan called by the University of Valencia in 2025 (academic year 2025–26).
b) 1 scholarship for one of the beneficiaries of the International Refugee Plan, called by the University of Valencia in 2024 (academic year 2024–25).

Requirements
  • To have been a beneficiary of one of the International Refugee Plan scholarships announced by the University of Valencia in 2025 (academic year 2025–26) or in 2024 (academic year 2024–25). In the latter case, this will apply only to those who, for a justified reason linked to the impossibility of leaving their country of origin or residence due to conflict or serious human rights violations, were unable to begin the studies for which the scholarship was awarded, provided that the admission requirements are still met and the supporting documentation required by the University of Valencia is submitted.
  • Applicants must not fall under any of the circumstances set out in Article 13.2 of Law 38/2003, General Law on Grants.
  • Persons who have been beneficiaries of Plan Refugi scholarships in previous editions and have completed their studies at the University of Valencia are excluded.
  • All requirements must be met by the end of the application period and maintained throughout the 2026–2027 academic year.
Amount 

The scholarship will run for one year, from 1 September 2026 to 31 August 2027.

The scholarship includes the following components:

  • Tuition and administrative fees for the 2026–27 academic year.

  • Full‑board accommodation and meals for the duration of the scholarship in one of the Residence Halls indicated by the University of Valencia.

  • Repatriation, medical assistance, and civil liability insurance.

  • Pocket money in a single amount of 2,000 euros in total for urban transport and academic materials, to be delivered by nominative cheque once the 2026–27 academic year has begun. In the event of a budget surplus or justified need, this amount may be increased.

Exclusively for those who were beneficiaries in the 2024 call (academic year 2024–25), the scholarship will also include:

  • A plane ticket, economy class, from the country of origin or residence to Valencia before the start of the academic year.

  • A Spanish language course during the first semester of their stay, at the Language Centre of the University of Valencia, to facilitate their academic and social integration.

In accordance with article 42.2 of Law 38/2003, General Law on Grants, and article 55.1 of its Regulations, no guarantee will be required from beneficiaries of this call, as these are grants awarded within the framework of development cooperation actions aimed at particularly vulnerable groups, such as refugee students or applicants for international protection.

Applications

Application deadline: from 1 April to 24 April 2026

To access the application, the interested person must first register in the electronic office of the University of Valencia. To do so, they must follow these steps:

  • Select the main header image “seu electronicauv”.

  • Select the icon “Els meus tràmits”.

  • Select “Usuari de la Seu”.

  • Select “Sol·licita accés” at the bottom.

The system will provide the applicants with a form to complete and submit.  Subsequently, they will receive an email inviting them to complete the registration process by activating their account. User help can be found at the following link: https://ir.uv.es/1nO0oFV.

Once the registration process described above has been completed, the applicant must submit their application through the electronic registry of the University of Valencia.

In the “General” tab, the data to be completed are:

  • Unit type: University services, general and central.

  • Body to which it is addressed: Service for International Relations and Cooperation.

  • Desired procedure: Specific procedures of the unit.

  • Select: International Refugee Plan.

Documentation to be submitted

Those who were beneficiaries of the Plan Refugi 2025 scholarships (academic year 2025–26) do not need to submit any documentation with the application.

For renewal scholarships for those who were beneficiaries in the 2024 call (academic year 2024–25), the documentation to be submitted with the online application is as follows:
a) Passport.
b) Document proving that the applicant is a person requesting or benefiting from one of the situations provided for in the first clause. Among others, guarantees or letters of recommendation from NGOs or international organisations assisting refugees/asylum seekers may be taken into account.
c) Application form (according to Annex III of the call), duly completed and signed.
d) Documentation accrediting the studies carried out, partially or completely, that give access to a university degree.
e) Motivation letter according to the Annex IV template.

The documentation must be attached to the application as an electronic file in pdf format. The online application only allows up to 5 electronic files to be uploaded. Several documents may be combined in a single file if necessary. In this case, they should be grouped following the classification in this section.
