The IRTIC will carry out the modernisation of the DGT's traffic management systems over the next four years

The LISITT group of the Institute on Robotics and Information and Communication Technologies (IRTIC) is responsible for the modernisation of the Telematics Department for Mobility of the Directorate General of Traffic (DGT). From this October and over the next four years, it will carry out the integration of the agency's system with the new systems of other administrations and projects already underway, the optimisation of applications, the evaluation of new technologies and the adaptation to the new General Data Protection Regulation (GDPR) and European standards, among other tasks.

In this sense, the systems controlled and managed by the aforementioned area of the DGT support decision-making related to traffic management, the dissemination of information to internal users to achieve better instruction of administrative procedures and the dissemination of information to external users in real time. This fact, together with the changing technological environment, the migration towards new technological alternatives and the needs of users, make extensive maintenance of these systems unavoidable.

Among the actions to be carried out by the IRTIC is the evolution of the LINCE web tool, dedicated to the management of inter-urban traffic events and for the management of all related events, as well as the RDS-TMC server, which is responsible for the dissemination of messages through the traffic message channel.

The DATEX II node, responsible for receiving, validating and integrating information from different data sources, and for publishing and disseminating information to stakeholders interested in a given type of information, will also be covered by this modernisation.

"IRTIC has accompanied the DGT in the technological evolution of its systems for more than a decade," said Ana Delgado, head of LISITT's current evolutionary maintenance project. Among other contributions, the research institute "has developed the technological evolution of traffic management and roadside equipment data collection systems and has helped the DGT to comply with European directives, as in the case of the DATEX standard".

In fact, the current evolution will extend to the INCITAR (Infrastructure for CIT Advanced and Redundant) architecture, implemented by LISITT in 2007 and dedicated to traffic event management. It replaced the existing one and introduced a new data model for information management. Different applications have been developed on this platform, such as LINCE.

In addition, the IRTIC will adapt the National Access Point (NAP) for traffic data in line with the provisions of Directive 2010/40/EU, which sets the framework for the deployment of Intelligent Transport Systems in the road transport sector and for interfaces with other transport modes.

The modernisation of a series of applications used by the DGT to carry out its usual tasks will also be developed, such as the one related to the management and geolocalised visualisation of the inventory of road equipment or the one that offers citizens updated information on incidents such as traffic incidents, works, traffic restrictions or incident forecasts for the next 15 days.

In this way, both DGT staff, belonging to areas such as Traffic Management Centres, Agents of the Traffic Group of the Civil Guard or Traffic Headquarters, as well as the public will benefit from this system evolutionary maintenance service carried out by the IRTIC.
