The city of Oviedo is the capital of the Principality of Asturias and has a population of around 220,000 inhabitants. It is also an important cultural and tourist center of the region, with an outstanding historical and artistic heritage.

INTRAS has played a crucial role in the selection process of the consultancy service for the development of a project to implement a Low Emission Zone (LEZ) in the Municipality of Oviedo, carrying out a technical assessment of the proposals submitted by the bidders and providing guidance to minimize risks and maximize the profitability of the investment. To carry out this process, INTRAS performed two subtasks.

First, the existing documentation related to the project for the implementation of a Low Emission Zone (LEZ) in the Municipality of Oviedo was studied in detail in order to expand the information on its implementation. Based on this information, INTRAS provided guidelines to minimize risks and maximize the profitability of the investment, and to prevent the project drafted by the consulting firm from deviating from the objectives pursued by the Municipality of Oviedo.

The second subtask consisted of defining the work to be carried out by the awarded consulting firm, which will depend on the deadlines agreed with the City Council, and setting the Base Bidding Budget for the consulting contract. For the definitive fixing of the reference price/cost of the contract, the quantitative and qualitative valuation of the work to be performed by the awarded company was applied.

It is important to note that the contracting of the consulting firm requires the processing of the corresponding contracting file, complying with the provisions of Law 9/2017, of November 8, on Public Sector Contracts (LCSP). In this regard, INTRAS proposes a technical assessment of the proposals submitted by the bidders, based on a set of criteria, evaluable by means of a value judgment and assigning an independent score to each criterion. The overall technical evaluation of each bidder will be determined by the sum of the scores of all the criteria. The economic evaluation of the bids submitted will also be considered for the overall evaluation.
