Consolidation on outreach and advice to local governments

The central objective of the FEMP training is the permanent improvement of the services provided by the Local Administration to the citizens, through the development of the competences of the local public employees.

This new tool transforms and enriches its conceptual framework and aligns its content with both the United Nations 2030 Agenda for Sustainable Development and the New European Agenda for Culture proposed by the European Commission. The aim is therefore to "fully harness the potential of culture to help build a more inclusive and fairer Union, supporting innovation, creativity and sustainable growth and jobs". It thus incorporates urgent dimensions, such as effective equality between men and women, a lever for change and transformation of a country; sustainability, given the obvious cross-cutting nature of the Sustainable Development Goals; and the connectivity and networking of the local cultural system.

The founding and statutory purposes of the FEMP are: the promotion and defence of the autonomy of Local Bodies; the representation and defence of the general interests of Local Bodies before other Public Administrations; the development and consolidation of the European spirit in the local sphere, based on autonomy and solidarity among Local Bodies; the promotion and encouragement of friendly relations and cooperation with Local Bodies and their organisations, especially in the European, Latin American and Arab spheres; the provision, directly or through companies or entities, of all kinds of services to Local Corporations or their dependent entities and any other purpose that directly or indirectly affects the Federation's members; to offer useful and daily instruments that enrich local cultural policies and all local policies through culture; that reinforce their efficiency, their transforming capacity and that abound in an ambitious, conscious, dignifying and vital local cultural action.
