This article examines AI-enabled multilingual civic platforms and their potential to support inclusive participation, digital empowerment and social innovation in linguistically diverse democracies. Based on a conceptual and exploratory approach and a systematic review of 158 civic technology platforms, the study finds that instrumental approaches focused on efficiency and scalability predominate over approaches centred on empowerment, deliberation and transformation of governance relations. It concludes that the democratic potential of AI-enabled multilingual tools depends on the alignment between technological design, governance arrangements and meaningful participation and knowledge co-creation.
