Biography
 

Gal·la Barrachina Navarro holds a PhD in Law from the University of Valencia and is a lecturer and researcher affiliated with the Department of Administrative and Procedural Law at the same institution. Her professional career combines teaching and legal research with practical experience within the Administration of Justice, where she has served as a tenured procedural manager, lawyer, and substitute judge.

Her research activity focuses on the fields of justice, artificial intelligence, and its application to public administrations. She participates in teaching innovation projects and is a member of the research group Regulation, which is linked to these areas of study. She has taken part in national and international conferences, seminars, and academic workshops concerning algorithmic advertising, the applicability of AI to public management, and the regulation of AI tools within the Administration of Justice. Her scientific output includes journal articles, book chapters, conference papers, and specialised presentations.

In the academic field, she holds a degree in Law and a Master’s degree in Democracy and International Justice from the University of Valencia. She is currently a postdoctoral researcher and has actively contributed to the management and organization of conferences, as well as academic and scientific initiatives.

Biography
 

Julia Carceller Stella is a lecturer and researcher at the University of Valencia. She holds a PhD from the Jaume I University of Castellón (2022) for her thesis, international mention, entitled: The role of the public administration in regulatory quality and effectiveness. Trends in administrative law based on impact analysis.

She holds a degree in Political Science and Public Administration from Cardenal Herrera-CEU University (Valencia), a Law degree from Jaume I University in Castellón, a Master’s in Legal Practice from UJI, and a professional qualification as a Lawyer from the Ministry of Justice (2016). To date, she has awarded several contracts through competitive tendering processes, including: professional placement at the Directorate-General for Democratic Reforms, Conselleria de Justicia, Generalitat Valenciana; research trainee on a MINECO FPI pre-doctoral contract at the UJI; substitute lecturer at the same institution; and a Juan de la Cierva postdoctoral research contract (State Research Agency) at the University of Valencia.

Her main research areas, on which she has produced numerous publications and presented at national and international conferences, are: regulatory impact assessment, legislative quality and better regulation policy, the effectiveness of the law, and evidence for the law making process regulatory and ex post evaluation.

He has undertaken research visits in these fields at the International Institute of Legal Sociology in Oñati (Guipúzcoa), the Università degli Studi di Milano, La Statale (Italy) and Leiden University (Netherlands).

He has taught at the University of Valencia and the Jaume I University in Castellón, and has lectured on postgraduate courses at the National Autonomous University and the Autonomous University of Querétaro (Mexico).

He has also participated in several research projects, collaborated in the organisation of academic activities, carried out various knowledge transfer activities and contributed to management tasks.

Assistant Professor Doctor in the Department of Administrative and Procedural Law of the University of Valencia. At this same institution he completed his academic training with a double degree in Law and Business Administration and Management (ADE), in addition to the Master's Degree in Human Rights, Peace and Sustainable Development. He holds a Doctor of Law from the University of Valencia, after defending his doctoral thesis titled “Heritable genomic editing in human beings and the emergence of new human rights: a critique of transhumanism and posthumanism”, research that obtained the highest rating of Outstanding Cum Laude and international mention. Likewise, in recognition of his academic performance, he has been awarded the Extraordinary Degree Award and also the Extraordinary Master's Award.

During his last year of his degree, he was a beneficiary of the collaboration scholarship from the Ministry of Education and, during his master's degree, he obtained one from the University of Valencia. In his predoctoral stage, he obtained competitive aid from both the University Teacher Training (FPU) aid from the Ministry of Universities and from the Generalitat Valenciana, opting for the latter and resigning from the FPU.

As a researcher, his activity focuses on biolaw, bioethics, human rights, environmental law and digital rights. He has disseminated his work at international conferences and is the author of scientific publications in indexed journals and prestigious publishers. He has experience in scientific management and transfer, having served as director of an international scientific conference and as a member of the organizing committee in other important academic meetings. On the other hand, he participates as an Expert in the Security and Emergency Strategy of the Valencian Community, he is a memberof Administrative Law at the Valencian Association of Legal Research (AVIJ) and coordinator of Environmental Law at the Association of Young Researchers in Human Rights, in addition to having carried out research stays financed on a competitive basis in foreign centers such as the Università degli Studi di Roma Tor Vergata, Perugia and Palermo. He has also carried out a national research stay at the University of Castilla-La Mancha.

On the teaching front, he has a solid track record in university teaching, having taught official subjects in the degrees of Law, Political and Administration Sciences, and Tourism, as well as in the University Master's Degree in Law and Procurement, work for which he has been positively evaluated in the Docentia program. His commitment to methodological excellence and the stimulation of creativity is reflected in the direction of an international educational innovation congress, his active participation in innovation projects, focused on the Sustainable Development Goals (SDGs) and also in music, and his work as a teaching team coordinator in the MOTIVEM program. Likewise, he has the Title in Specialized Teaching Innovation in Higher Education, awarded by the Permanent Training and Educational Innovation Service (SFPIE). He has experience in the practical application of public law after having carried out instructional functions in matters of disciplinary regime at the university level.

Professor Doménech obtained his PhD in law from the Universitat de València (1999). He was professor of Administrative Law at the Cardenal Herrera University-CEU (1997-2008), and since 2009 he has taught at the University of Valencia. He has published dozens of papers on various topics (mainly on the invalidity of legal rules, state liability, administrative sanctions, positive obligations derived from fundamental rights, control of technological risks, regulation of animal welfare, the judiciary, the so-called sharing economy, etc.). His current research and teaching activity is fundamentally oriented to the economic analysis of public law.

María Jesús García is a Full Professor at the University of Valencia. After completing her Law degree, she was awarded a doctoral research scholarship by the Spanish Ministry of Education and subsequently earned her PhD in Law from the University of Valencia. Her primary areas of expertise are Public Law and European Union Law.

She has served as a Substitute Magistrate at the High Court of Justice of the Valencian Community, within the Administrative Litigation Chamber.

She holds the Jean Monnet Chair "Services of General Economic Interest in the framework of social and territorial integration".

She also leads the Jean Monnet Module "Citizens’ integration into European Union democracy," both awarded by the European Commission in 2021. Additionally, she is a teaching member of the JM Module “Communicating EU for Participating” (COMEU4PAR), coordinated by the Università degli Studi di Bari Aldo Moro.

In the international sphere, she serves as an expert for the European Union Executive Agency, evaluating proposals under the Horizon Europe programs. In 2026, she was appointed as a member of the Consumer Policy Advisory Group by the European Commission.

María Jesús García was a Visiting Professor at Harvard University in 2017 and is a member of the Real Colegio Complutense at Harvard, an institution from which she received a scholarship for a research stay. In 2014, following a teaching and research stay, she received the honorary appointment of Visiting Fellow at The Open University Law School (UK). She has delivered seminars and lectures at both Harvard University and various European universities.

She has been awarded four positive research assessments by the National Commission for the Evaluation of Research Activity (CNEAI).

Professor García is the author of seven books, including:

  • The Legal Regime of Urban Rehabilitation (1999)
  • Conservation of Historic Buildings through Urban Planning and Rehabilitation Techniques (2000)
  • Preventive Techniques for Environmental Protection in the Use of Public Water Resources (2001)
  • Community Service Sanctions in Civil Coexistence Ordinances (2014)
  • Citizens’ Participation in European Union Lawmaking in the Frame of Smart Regulation (2020)
  • The Basics of Spanish Administrative Law (2020, published in English)
  • The European Union in 100 Diagrams and 10 Metaphors.

She was the leading author of the book European Democracy and the Single Market: 30 Years of the Maastricht Treaty (Aranzadi, 2024) and authored the popular science book I, the European Union (Tecnos, 2024). Her research has been extensively published in specialized journals, focusing on participatory democracy, smart regulation, and European citizenship status.

  • 2019: Blas Infante Award for Study and Research in Public Administration and Management.

Biography
 

Clàudia Gimeno is Assistant Professor of Administrative Law at the Universitat de València – Estudi General since 2023. She holds a PhD in Law from the Universitat de València (2022) and has undertaken research stays at Ca' Foscari University of Venice (2021) and the University of Groningen (2020). She teaches and has taught on several undergraduate and official Master’s programmes at the Universitat de València, as well as on various postgraduate courses.

Her research activity has mainly focused on three areas: (1) the interaction between European Union rules on the freedom of establishment and urban planning law, (2) the improvement of regulatory quality and inter-administrative relations, and (3) the impact of artificial intelligence on public authorities’ activities, particularly regarding its territorial and environmental implications. The latter currently constitutes one of the main research lines of the research group to which she belongs, REGULATION UV. Within this framework, she has actively participated in several research projects and knowledge-transfer contracts, as well as in the organisation of academic conferences and workshops.

Adrián has a Doctor of Law from the University of Valencia and an assistant professor in the department of administrative law. His doctoral thesis studied the legal regime for the protection of personal data throughout the life cycle of artificial intelligence systems (2021). Adrián obtained a degree in Law from the University of Granada in 2016, achieving the prize for the best file of his class awarded by the Royal Academy of Jurisprudence and Legislation of Granada. He completed a Master's Degree in Fundamental Rights at that same university. In January 2018 Adrián was hired by the University of Seville with a research contract. During that time Adrián carried out research tasks and published various articles and book chapters related to data protection regulations. In June 2018 Adrián was hired by the University of Valencia. There he joined the Research Group Regulation Research Group. During those years Adrián has participated in various national and international publications and conferences related to the legal implications of artificial intelligence. He has participated in various knowledge transfer contracts that deal with issues related to administrative law, as well as those related to the ethical and regulatory impacts of the use of artificial intelligence systems. It is worth highlighting, among others, the implementation of the registry of public algorithms by the GVA, the report about the impacts onthe fundamental rights of algorithmic tools for predicting criminal risk, collaboration in the drafting of a Guide on responsible use of AI with PWC, as well as advising the Secretary of State for Digitalization and Artificial Intelligence of the Ministry for Digital Transformation on matters related to the implementation of the Regulation of AI.

He is a teacher in the Law and Data Science degrees at the University of Valencia where he teaches subjects related to administrative law, data protection and artificial intelligence. He has also taught various postgraduate courses related to data protection regulations, regulation of artificial intelligence and administrative law. These training courses have been carried out in different public and private entities such as: University of Valencia, University of Seville, Parliament of Andalusia, APEP, ADEIT, IVAP, Xunta de Galicia, among others.

Adrián published his first monograph in 2022 titled “Automated Decisions and Data Protection: Special attention to Artificial Intelligence systems. Adrián obtained the eduardo de Hinojosa y Naveros national prize in Legal Sciences in 2022 awarded by the Alhameños Studies Board and the national mention of the Nicolás Pérez Serrano prize, awarded by the Centro de EstudiosPolitical and Constitutional Studies (CEPC) for his doctoral thesis.

Currently, Adrián's research topics focus on the legal implications of the use of artificial intelligence systems by Public Administrations, as well as regulatory compliance with personal data protection regulations by public powers.

Juan Antonio Ureña Salcedo, es Doctor en Derecho (2004) y Profesor Titular de Derecho administrativo en la Universitat de València (2008)

Ha sido abogado en ejercicio del Colegio de Abogados de Valencia (1998-2000), Abogado del Estado habilitado (2010), Director y Secretario del Departamento de Derecho administrativo y procesal de la Universitat de València (2010-2011, 2007-2008).

Ha asesorado a distintas entidades, públicas y privadas, sobre variadas cuestiones de derecho administrativo desde el año 2001, así como impartido docencia, dictado conferencias o participado en otras actividades académico-docentes en la  Universidad Toulouse I Capitole, en la Universidad de Siena, en la IUAV de Venecia, en la Facultad de Derecho de La Habana,  en la SPISA de Bolonia,  en la Universidad San Francisco-Xavier de Chuquisaca (Bolivia), en las Facultades de Jurisprudencia y de Ciencias Políticas de la Universidad Roma Tre (Italia), en la Facultad de Derecho de Bucarest (Rumanía), en la Defensoría del Pueblo de Caracas (Venezuela), en la Universidad “Tor Vergata” de Roma y en otras Universidades españolas (por ejemplo en la de Santiago de Compostela, la de Murcia, la de Castilla-La Mancha, la Carlos III de Madrid o la de Alicante). También ha desarrollado trabajos de investigación, entre otras Universidades no citadas todavía, en las de París I y II (en este último caso en el Instituto de investigación en Propiedad intelectual), en la Universidad Libre de Bruselas, en la Universidad de Ginebra y en la Universidad de Edimburgo.

 

Ha intervenido en un buen número de jornadas o cursos (22) fuera de la Universitat de València, dirigidos a la mejora de la formación de funcionarios de distintas Administraciones públicas. Ha impartido cursos para la Federación valenciana de municipios y provincias, para la Generalitat Valenciana, para la Escola Galega de Administración Pública, para el Instituto Valenciano de Administración Pública, para el Colegio Oficial de Trabajadores Sociales de Valencia, para la Diputación Provincial de Valencia, para la Escuela de Negocios Lluís Vives de la Cámara de Comercio de Valencia, para el Instituto Valenciano de Seguridad Pública, para el Instituto Nacional de Administración Pública de Brasil o para algunos ayuntamientos.

 

Entre sus publicaciones, sobre muy diversas cuestiones de derecho público, destacan sus trabajos sobre el sistema bancario y sobre Administración y derechos de propiedad intelectual.  

Es autor de las monografías  Breve historia de la expresión y control de las ideas y de la (des)protección de sus autores, Tirant lo blanch, Valencia, 2018; La función pública en España. Ha participado como conferenciante/ponente invitado en diversos congresos internacionales,  entre otros en el congreso internacional “Gli organismi per la gestione della crisi dell’impresa” organizado por la Università di Siena en septiembre de 2019, en las Jornadas internacionales Experiencias internacionales de compras públicas de éxito en la Unión Europea, organizado por la Università degli Studi di Roma “Tor Vergata”- Escola Nacional de Administraçao Pública Brasil, Roma, noviembre de 2018, en el Congreso internacional el Derecho bancario de la Unión Europea y el sistema bancario valenciano, celebrado en octubre de 2018, en el congreso La reforma de la legislación española sobre open data: ¿una herramienta de apoyo al emprendedor?, celebrado en la Universidad de Murcia en octubre de 2015, o en la jornada sobre Diritto del territorio e città: recenti tendenze di sistema, organizado por el Dipartimento di scienze politiche. Cuenta con más de 20 años de docencia en la Universitat de València tanto en cursos de doctorado, como de licenciatura, de máster y de grado. Fue docente en los cursos de doctorado de derecho administrativo (curso 2006-2007, 2009-2010) en el Máster interuniversitario en Gestión y Promoción del Desarrollo Local (2007-2008), en el Máster de Derecho Administrativo y de la Administración Pública de la Universitat de Valencia (2011-2012 hasta 2015-2016), en el Máster de Estudios Internacionales y de la Unión Europea (desde el año 2009-2010 hasta la actualidad), y en el Máster de Derecho de la Empresa (desde el curso 2012-2013 hasta la actualidad).

Fuera de la Universidad de Valencia también ha impartido docencia oficial en el Máster Universitario en Propiedad Intelectual de la Universidad Carlos III de Madrid, (curso 2016-2017); en la Maestría en Derecho Constitucional y administrativo de la Universidad de La Habana, (2015-2016), en la Universidad de San Francisco Xavier de Chuquisaca (Bolivia) durante el año 2006, en la Maestría en Derecho constitucional de la Defensoría del Pueblo de Venezuela (curso 2013-2014), y en la Universidad de Alicante.

Fue codirector, durante los cursos 2012-2013, y 2013-2014, del Diploma de Post-grado en gestión legal y empresarial de la música, y director y único responsable del diseño del certificado en gestión legal de la música, impartidos en la Fundación ADEIT de Valencia.

 

Ha sido director de una tesis doctoral y de más de 16 Trabajos de Fin de Máster o para la obtención del Diploma de Estudios Avanzados en Derecho administrativo.

Es o ha sido evaluador anónimo para revistas científicas como la Revista General de Derecho Administrativo, la Revista de Economía Pública, Social y Cooperativa, CIRIEC-España, la Revista Cuadernos Electrónicos de Filosofía del Derecho, la Revista Xuridica da Universidade de Santiago de Compostela, o la revista Derecho & Sociedad de Perú. Durante el año 2018 fue evaluador de proyectos para la Agencia Polaca de Investigación.
