Royal Decree-Law 14/2019, of 31 October, adopting urgent measures for reasons of public security in the areas of digital administration, public sector procurement and telecommunications, has generated significant concern among operators. It is a particularly complicated regulation because it affects at least three well-defined blocks: public sector procurement; validation and certification procedures linked to e-administration; and telecommunications networks. In this paper, we will focus on the first two and, to some extent, on their intersection.
