He was born in Valencia on 7th September 1907. Professor of the School of Commerce and Trade, he obtained the title of Graduate in Law by the University of Valencia in 1928. In 1935 he was named collegiate trade corridor.

Towards 1967, he participated in the creation of the Unió Democràtica del País Valencià (UDPV)(Valencian political party). Afterwards to his active support to UDPV, he participated as patron of projects such as the resurgence of the Diario de Valencia or the publication of Valencia Semanal.

In 1961 he was elected as Director of the Reial Societat d'Amics del País (Royal Society of Friends of the Country), position that he took until 1983. He was president of the Ateneo of Valencia from 1955; reelected in 1958, and again in 1967. He has been spokesperson and president of the Junta Central dels Col•legis Oficials de Corredors de Comerç (Associations Trade Corridors). He was honorary representative of the Official Stock Market of Valencia.

In 1978 he was named president of the Board of the University of Valencia, place that he chaired until the extinction of this organization in 18th November 1983, when Board of Trustees was founded by the application of the Law of University Reform.

On 15 June 1983 the General Foundation of the University of Valencia is founded with a grant given by Mr. Joaquín Maldonado Almenar. This donation was used exclusively for the creation of the Foundation, where he is the head up to the present day.
