The work carried out is a documentary review on principles of road safety plans at international level, the definition of the plan, the software development in the application "Director" of public performance, and preparation of the presentation CD- ROM format.
The works carried out were:

- Software development in the application "Director" of the public presentation.
- Preparation of Cd -Rom format presentation for the media.
More specifically the work developed by us for meeting the aims have been conducting a documentary revision on the principles of Road Safety plans internationally, the definition of the plan, the software development in the “Director” application of the public presentation, as well as making the presentation in CD-Rom format for the media.

1.- INTRODUCTION
At the end of the eighties a strong and progressive increase in accidents on Spanish roads caused an alarm among Spanish society.
Changes in legislation, increase of active and passive safety measures, public awareness campaigns, development of the Basic Strategic Road Safety Basic Strategic Plan (under the coordination of the newly created Spanish Traffic Council), and invest heavily in road infrastructure, managed to change in the early nineties the upward trend of the previous decade .
After several years of decline in the accident rate, he began a period of stabilization or stand-off that, around 1998, became a rise in the numbers of accidents on Spanish roads.
To explain this, assess their implications and take corrective action, the Directorate-General of Public Works of the Valencian Government in 1999 conducted a thorough analysis of the accidents on its roads, the conclusions of which were collected in the Road Safety Plan 2000/2001 (PSV 2000/2001). This plan, has a thirty- six billion pesetas budget (two hundred sixteen million euros), and a deadline of two years (2000/ 2001).
After the period of execution of the plan, it is necessary to evaluate the results, analyse the current situation and propose those actions deemed necessary to reduce the accident rate, taking into account the current network characteristics, and traffic accidents.
Therefore, in 2002, the new road safety plan has been made, with more than two hundred fifty million euro budget and a deadline of two years (2003 and 2004).
2.- AIMS
Road crashes can result from multiple causes, which usually are usually classified into three groups, depending on if they are associated with the road, the vehicle, or road users. These are called Road Factor, Vehicle Factor and Human Factor.
It is well known today that the third one, the human factor intervenes principally in a high percentage of accidents. Clearly, also, to vehicles and roads are experiencing a continued improvement in both active safety and passive safety.
The holder of the road must act on those factors that can contribute positively to the reduction of accidents, from his responsibility as manager of road infrastructure; therefore, the aims of this plan are centralized in action to take on the road itself.
The overall aim of this plan is to reduce accidents on our roads:
- In the short term, through specific actions in points and sections thereof.
- In the medium and long term, through proposals for implementation in the various facets of management, from Planning to Exploitation.
And, as a result of the competences which Article 11 of Law 6/1991 of the Valencian Community Roads attributed to the Valencian Government:
- Advancing in the road system homogenization through rules and recommendations apply to basic road network and local network
Homogenization is understood as a unit of performance criteria (signage, design, etc.) on roads or elements thereof similar functionality; regardless of ownership.
3.- SCOPE
That Law 6/1991 states that the Valencian Government, in collaboration with local authorities, establish mandatory the Road Safety Plans in which the proceedings are set to perform on the issue. This collaboration is done through the various existing corporate bodies with competence in road planning, land planning, civil protection, transport, traffic or road safety.
Therefore, this plan applies to the Basic Network and Local Network of the Valencian Community, in terms of general content, and as to the actions to be executed.
However, some of the topics may be of interest to other Community bodies with jurisdiction in the matter; especially the analysis of the accident (Annex 1) and the general and specific recommendations (Report and Appendix VIII).
As a consequence, and taking into account the provisions of Article 19 of the Law 6/91, this plan will be forwarded to responsible administrations of the Valencian Community; with the dual purpose of transmitting the proposals set, and facilitate the incorporation of their own analysis and recommendations in upcoming reviews of road safety plan . Also the members of the Road Safety Committee of Valencia, who have been informed about the plan at successive meetings of the Committee.
