Andrés Boix Palop (@Andres_Boix)

Andrés Boix Palop (València, 1976) is a Full Professor of Administrative Law at the Universitat de València since 2007. PhD in Law (2003) by the Universitat de València, he also studied at the University of Paris XII Val de Marne (1996-97) and he has studied and done research in various European universities such as Paris I Panthéon-Sorbonne (2001 and 2002), Ludwig-Maximilians Universität München (2003), Johann-Wolfgang-Goethe Universität Frankfurt am Main (2005, 2006 and 2007), París II Panthéon-Assas (2013 and 2014) and Bucerius Law School (2018).

He teaches or has taught in different courses (Law, ADE-Law and Journalism) of the Universitat de València, as well as in different official Masters of the same university (Master in Corporate Law, Master in Administrative Law and Public Administration, and Master in International Studies and the European Union) and other Spanish universities. He has been recognised three sections of teaching, all evaluated positively (2000-2004; 2005-2009 y 2010-2015).

In addition to this, he has written over a hundred pieces, including articles, chapters and monographs related to different areas within the Public Law. He has mainly dealt with the relation between the legislator and the Administration in our legal system through different works, including the monographic "Las convalidaciones legislativas” (2004). He has also dealt with the reform of the administration at local, autonomical, national and European levels, with different works amongst which “Una nova planta per als valencians. Possibilitats i límits per a l’organització política i administrativa del País Valencià dins la Constitución de 1978” (Nexe, 2014) is worth noting. It is available on the online free access edition. He has also done studies on the local reformation on 2013, which have been published on REALA 2014 and El Cronista 2017. Boix Palop has coordinated a co-authored book published on Aranzadi (2015). He has also written about the problems caused by the Administration when acting in respect of the fundamental laws and the regulation of audiovisual (“Libertad y pluralismo en la Red”, REDC, 2002; “La construcción de los límites a la libertad de expresión en las redes sociales”, REP, 2016). He is co-author of a number of works on Law of Communication (Iustel, 2011) and editor on authorship and copyright in the digital era (Tirant lo Blanch 2006), the regulation of sustainable mobility (PUV, 2014), the Spanish reformation of the audiovisual markets and the control of content (Aranzadi, 2014; Aranzadi, 2017) and its respective works on the regulation “sharing economy” on transport markets (Aranzadi, 2017) or accommodation markets (Aranzadi, 2018). He is also co-author, along with Professors D. Sarmiento Ramírez-Escudero, M. Zelaia Garagarza, M. I. González Pascual y S. Muñoz Machado of a complete work protected by the European Academy of Sciences and Arts. His most recent published works has been about the different dimensions of the Europeanisation of Spanish Administrative Law, in English (2013), French (2016) and Spanish (2018).

More recently, its research activity has focused on public regulation of the markets and public intervention on economy. On the matter of the processes of economic liberation in highly regulated sectors and its orientation by the Law Department of the European Union, its research activity was completed during recent years with the coordination of the research group REGULATION of the Universitat de València. This research group is focused on the regulation of collaborative economy and digital innovation and it is part of different competitive projects both at the autonomic and national level. Along with the coordination of the above mentioned collective Works on accommodation and transport markets, the research group has paid special attention to the obligations of the public service in the field of telecommunications. Besides, their 2001 publication “Las licencias de telecomunicaciones y la nueva concepción del servicio público” won the Premio de Estudios Jurídicos de la Fundación Profesor Manuel Broseta award. More recently, their Works on the intersectional of regularity and competence derived from the European laws on services of general economic interest like “Crisis y transformación del modelo de televisión autonómica en España en el contexto europeo” (RDUE, 2013) have also been recognised. In a similar  line, he has studied the European laws in the matter of “right to forget” (“El equilibrio entre los derechos del artículo 18 de la Constitución, el derecho al olvido y las libertades informativas tras la sentencia Google”, RGDA, 2015). He has also analysed, along with Guillermo López García in the magaine Unión Europea Aranzadi both in the 2009 and 2014 European elections and its consequences in politics, economy and law. Along these lines, he has reflected on “La influencia de la crisis económica sobre las instituciones estatales y europeas: sobre la significación jurídica de la cláusula whatever it takes” (administrative documentation, 2014). In addition, he has dealt with some of the issues regarding European regional matters (“25 años de fondos europeos y desarrollo autonómico”, El Cronista, 2013).

Regarding his research work, he has been and still is nowadays the main researcher of two projects of the Plan Nacional de I+D+I, as well as responsible of different autonomical research actions (autonimal Project and AORG actions). He is also part of networks of excellence in research and a member of the research project PROMETEO. He has been recognised three sections of research activity, which has been evaluated positively (2000-2005; 2006-2011; 2012-2017).

Adrián Todolí Signes (@TodoliAdrian)

Dr. Adrián Todolí Signed, graduate on Economy and Law, is a Full Professor on Labour Law and Social Security at the Universitat de València.

He has published more than 65 indexed journals, books and books chapters. In total, the has published 40 articles in indexed journals, 25 books chapters and 5 monographs, and he has been director 3 times of a collaborative book. Amongst these publications, three of his articles have been published in English in international journals of the highest regard, one in Portguese and one in Polish. In addition to this, he has participated 38 in scientific congresses and lectures, most of which have taken place in highly regarded instituions such as OIT and the University of Cambridge amongst others. He has also been invited in more than 30 occasions to conferences in institutions, unions, employer’s organisations, labour inspectorate, etc. It is particularly relevant the invitation by the European Commission (DG Employment) to participate in the conference on work conditions in the capacity of a national expert in youth employment.

He has published 4 monographs on salaries, from pay review to bonus, as well as salary supplements which include one of public sector retributions. Besides, he has a lot of experience in the Regulation of Collaborative Economy from a legal and economical perspective. He has published several articles in international journals and a book on Collaborative Economy titled "El trabajo en la era de la economía colaborativa". He has also been invited to give conferences on collaborative economy in universities accross the world and in international startups forums.

He won the Best Young Lawyer award by the Foro Español del Trabajo (FORELAB). He was also awarded twice (2015 and 2016) as the best researcher on Labour Law by the Asociación Española de Derecho del Trabajo y Seguridad Social (AEDTSS) in topics of dual vocational training and evaluation of performance and compensation.

 

He has done research residences in universities of international prestige. The first one was in the University of California Berkeley, in the faculty of Law under the supervision of Professor Gillian Lester, current Dean of the Faculty of Law in Columbia NY, an international expert of labour matters. The University of California Berkeley is fifth in the international ranking of universities. Dr. Todolí has also done research residences in the Faculty of Law of the University of Cambridge, ranked two in the international ranking of best universities. Lastly, his third residence was in the internationally recognised Max Planck institute of Social Law and Social Politics of Munich. He has also done research in the Paris Nanterre University and the University of Vienna.
