Universitat presents the CEAR campaign in order to end the human tragedy in the Mediterranean

Taking into account the human emergency in the Mediterranean and the insufficiency of the answer of the European Union, the Spanish Refugee Aid Commission (CEAR) ha will launch the #UErfanos campaign, which will be presented on Monday 1st June, at 19:30h, at the Cultural Centre La Nau, in a panel discussion organised by the Institute of human rights of Universitat de València (Human Development Index (HDI), with the collaboration of the Vice-Principal for Culture and Equality.

At the event the following one will take part: Estrella Galán, general secretary of CEAR; José Elías Esteve, professor of International Law, lawyer and Human Development Index (HDI) secretary; and Javier of Lucas, professor of Philosophy of Law and member of the Human Development Index (HDI).

The #UErfanos campaign demands another European policy which recovers the priority of human rights and among them the recognition of right of asylum. “For the Human Development Index (HDI) –, professor Javier de Lucas explains– it is very important to collaborate with CEAR, which is the most veteran Spanish ONG which fights for the rights of the refugees and furthermore it is the only one which, from its foundation, has that task as a specific role; a goal which coincides with the foundational mission of the Human Development Index (HDI), which not only it is a centre of research, but also an institution which wants to participate in the fights for rights”.

In the 2014, the Mediterranean became the most lethal open water in the world. According to data of the UNHCR, at least 3,419 people lost their lives in the waters of this sea. Most of them, refugees coming from Syria and Eritrea. “Sadly -CEAR recalls-, it is not an isolated case: during the last 15 years more than 22,000 people have lost their lives in the Mediterranean Sea. It is a tragedy which does not end, and it gets every year a higher number of victims while the European leaders look the other way, starting up ineffective and insufficient measures to solve this human tragedy”.

From the Spanish Refugee Aid Commission it is required from the European Union and from its member States to start up to urgently the following measures:

- A new European migration and asylum policy in which everyone and human rights are prioritised according to the foundational values of the EU, of democracy, human dignity and human rights.
- To start urgently up a new rescue operation and effective rescue, with the measures and necessary scope, fulfilling its obligation of help.
- To set up legal and safe ways which guarantee the access to right of asylum for refugees, avoiding the fact that they would have to make lethal journeys to have protection in a safe country. That it, reinforcing resettlement programmes according to the number of existing refugees, guaranteeing the possibility to ask for asylum at the embassies and consulates in the countries of origin and transit, activating concession policies of humanitarian visas and deleting the exigency of transit visa for those people who come from conflict countries.
- To make the European Directive of Temporary Protection effective by activating the referred mechanism to face human emergencies.
- To deal with the causes which provoke forced movements in the countries of origin and of transit, without risking the monitoring of borders nor the responsibility of the States with refugees in countries where human rights are not guaranteed.
