DTI-CV model review report

Invat·tur publishes the report made by Aperturisme in 2022 on the review of the Smart Tourism Destinations model of the Valencian Community.

In 2014, the path of tourism intelligence applied to destinations began in Spain. There were many voices that questioned this new line of work in the public management of tourism from a certain distance.  Eight years later, it can be affirmed that the path is beginning to make sense, both in theory and in its practical implementation. 

From the first document of Bases del Modelo de Destino Turístico Inteligente de la Comunitat Valenciana (DTI-CV) (Basis of the Smart Tourism Destination Model of the Valencian Community) have been endowed tools to the regional destinations in order to understand and work under this new management model. The best starting point was the establishment of an applied instrumental, theoretical-strategic framework in order to develop afterwards specific ebooks, pilot projects, adaptation of beaches, natural areas and music festivals, and many technical references framed in a development of strategic and legislative context of the tourist activity, which has reinforced this previous commitment to intelligence applied to tourist destinations (Libro Blanco del Turismo Comunitat ValencianaPlan Estratégico Comunitat ValencianaLey de Turismo, Ocio y Hospitalidad and Decreto de Municipio Turístico).

In 2021, the diversity of destinations followed the implications of the smart destination model, that the need to revise the DTI-CV model to adapt it to the new specifications is observed during its enforcement.

Aperturisme, following the tender process, has set itself the objectives of this study:

1. Revise the smart concept.

2. Introduce the relation between territorial intelligence and smart tourism.

3. Observe the current proposals regarding the ITD models.

4. Re-dimension the smart tourism ecosystem.

5. Introduce the advances of smart tourism in Europe, Spain and the Valencian Community.

6. Collate the contributions linked to smart tourism in the Valencian Community.

7. Adapt the DTI-CV model to the new requirements of tourism management.

8. Reflect on the ITD approach and glimpse in its future.

The outcome shows a broad debate that leads to a new document of DTI-CV 2021 model basis, that gives continuity to the original, but strengthens the role of governance and sustainability. 

A vision that poses challenges for future ITD management, highlighting one basic premise: destinations will be smart to the extent that they are sustainable.
