Title: The violation of the right to receive comprehensive health care for patients in the health subsystem of the Ecuadorian Institute of Social Security due to lack of information.

CHAPTER ONE:
The first chapter called "The Ecuadorian Health System", briefly reviews its structure and the interaction between subsystems, which allows its correct setting giving patients, a comprehensive health care. It adds that private cooperation has been sought through the purchase of medical services, since it benefits on a large scale even patients who do not have any health insurance, managing to save the lives of the most vulnerable users.
It analyses the concepts of derivations, reference, and counter-reference transfers, all explaining the importance of considering the resolution capacity and accessibility georeferencing. It is at this point that it can be seen that the comprehensive public health network, or the public-private network, is articulated, taking into account important characteristics and figures in health such as the health traffic light, application of other insurances, and finally payment for emergencies that are attended by health providers who have and those who do not have an agreement with the Ecuadorian Institute of Social Security. Considering that in the national public contracting system, it limited the fact that said public system cannot contract health services, the technical standard for evaluation, qualification and acquisition of medical services of the PR and PR was created, which is the procedure for becoming a provider.
CHAPTER TWO:
The second chapter was dedicated to the analysis of the rights and duties that exist in the medical relationship, both for patients and public officials, Patients who enter health care facilities with their families must be informed of their rights as human beings without discrimination; possessing them allows them to use public resources that are intended to meet both preventive and existing health needs; the rights and obligations of patients are structured according to principles that are regulated in accordance with democracy, Likewise, those who work under a public or private health dependency relationship have rights that must be respected, since if they do not do so, they will commit crimes that will lead to prison, without forgetting that their obligations established in the current law, which is fully known to those who enter the workforce, must be strictly complied with, since, as we have explained, even omission is penalized. The violation both in the action and in the omission of actions, and that in case of ignorance, since they can be victims of violation and atrocities of several of them, that in their great part for ignoring them, a crime can be committed, causing damages of irreparable form. The conformity of the patient in knowing that his rights are fulfilled, an improvement in his illness is achieved.
The right to dignified care, non-discrimination, confidentiality, as enshrined in the CC 362. To information, and to decide, are part of the rights of patients and health users. Among the most important duties that patients must fulfil, it is, although it sounds logical, that their rights are fulfilled, information to the disease, authorizing family members to request information, ask about their procedure, attend medical appointments punctually, respect the staff, control noise, take medication authorized by doctors.
But in the relationship both have rights and duties, such as that of public servants, is the stability in their position, fair remuneration, vacation leave and commissions, sue the agencies on their rights, enjoy the guarantees of the law and on acts of corruption, adequate environment to ensure health, hygiene and welfare, no discrimination, no harassment at work.
CHAPTER THREE:
Chapter three is dedicated to the right to information on the programs that the State service portfolio carries out, considering that public information is in the hands of State institutions, whether physical or digital, and has principles such as free access and publicity. As we have analysed, the lack of knowledge of a regulation related to health and the lack of political and economic culture has led to users entering any health system committing faults from the moment they enter to the moment they leave, errors that lead to injuries and damages that in some cases are irreparable, added to which is injustice and acts of violence of different kinds, and as a consequence we would be living in an environment of limited justice, freedom and peace.
Without a doubt, in ECUADOR, technology is within the reach of most of the population, however we can find the ignorance of the beneficiaries when using it. There are many advantages to the use of technology, since it shortens time, easy access, fast decision making, reduces distances, it can be executed from any place, increases work teams, reduces logistic and physical space expenses.
Conclusion:
Today, the dissemination of information has spread, because approximately 7 years ago, it was of great importance to keep abreast of the news or information through the press, television, radio or written, while it does not fit as the only means of information TV or print, now more often used virtual platforms and official social networks of public institutions, which contain updated information on their services, However, there are public officials in health centres who are unaware of their duties and functions, and this has caused great harm to the end users of the services. Therefore, in accordance with the question posed and according to the analysis, it is considered that external audits should be implemented on the quality control of the people responsible for providing information to citizens. Without a doubt, the citizen, having been warned of his or her rights and obligations, would know that when going to a health care facility, the law forces those who administer health care to comply with protocols and guidelines duly studied to be put into practice.
