The CRUE’s Enlarged Standing Committee has issued a communiqué on the Royal Decree-Law 14/2012 from April 20th, which states urgent measures for the rationalisation of public spending within the education system. This law will regulate university entrance fees, lecturers’ teaching commitment, and the economic management of universities.
CRUE wishes to express that:
1. We deeply reject the Spanish Ministry of Education, Culture and Sports’ procedures to disclose vital measures – regarding the universities’ running and management – through the mass media and publication on the Spanish Official Gazette.
2. We would like to request the Minister Mr. José Igancio Wert for an urgent Universities Council where the Royal Decree-Law will be studied. This way, the universities will be able to express their opinions on these relevant matters for the university system.
3. We categorically reject the arguments defended by the Ministry which point out the poor performance by lecturers and students as an excuse to justify the Royal Decree-Law measures.
However, preservation of academic excellence and equal opportunities are not mentioned in the law explicitly.
4. We want to state and inform the Ministry that this is not the way to improve our university system. We reiterate our wish to collaborate in the study of the necessary reforms, those which would allow the Spanish university system to operate at the level of the best university systems in the world.
