The Pagoda Chair organises the 2th Conference on Whistleblowing Channels in the Public and Private Sector

This conference was held on Thursday 21 April to discuss the criminal and procedural aspects of whistleblowing and whistle-blower protection. The meeting took place in the Assembly Hall of the Department of Political Legal Philosophy of the Faculty of Law of the Universitat de València.

The conference was opened by Andrés Gomis Fons, Director General of Transparency, Citizen Services and Good Governance of the Valencian Department of Participation, Transparency, Cooperation and Democratic Quality of the Valencian Government; Jorge Castellanos Claramunt, co-director of the PAGODA Chair; and José León Alapont, director of the conference.

The director of the Agency for the Prevention and Fight against Fraud and Corruption of the Valencian Community, Joan A. Llinares Gómez, gave a conference entitled “The experience in the implementation and organisation of the internal and external channels of the AVAF and the supplementary application of Law 2/2023 with respect to the regional anti-corruption laws and whistle-blower protection”.

From the academic sphere, Rafael Aguilera Gordillo, professor at the Loyola University, gave a talk on “Key legal-criminal aspects of the whistleblowing channel in the implementation of compliance systems”. Andrea Andreu Gutiérrez, PhD student at the UV, addressed “The configuration of whistleblowing channels in Spanish whistle-blower protection regulations”. José León Alapont, professor of the UV Department of Criminal Law, focused his intervention on “The protection of whistle-blowers in Law 2/2023, of 20 February”. The last lecture of the day was given by Andrea Planchadell Gargallo, professor of Procedural Law at the Universitat Jaume I of Castelló, who dealt with “The independent authority for the protection of whistle-blowers: functions and procedure”.

This second conference was organised by the PAGODA Chair for Open Government, Participation and Open Data of the Universitat de València and the Valencian Department of Transparency, Social Responsibility, Participation and Cooperation of the Valencian Government, with the collaboration of the University Research Institute of Criminology and Criminal Sciences of the UV. The scientific committee was made up of lecturers from the UV Department of Criminal Law José L. González Cussac, Caty Vidales Rodríguez, Cristina Guisasola Lerma, Ángela Matallín Evangelio and José León Alapont.
