The necessary contribution of institutions at regional and local level in achieving the goals of the 2030 Agenda must also be highlighted. The Valencian Community, as reflected in the action plan for the implementation of the 2030 Agenda, promotes an action based on three important pillars of action such as information, awareness and commitment:

●Inform: To inform and raise awareness of the SDGs in municipalities highlighting the creation in 2016 of the Cities Alliance for Sustainable Development. Its aim is to involve the towns and cities of the Valencian Community in the information, dissemination, awareness and commitment to the SDGs of the 2030 Agenda. All municipalities and cities in the region that wish to participate can do so, and a total of thirty-three municipalities currently form part of this network. In addition, the document “The 2030 Agenda: Roadmap for municipalities and provinces of the Valencian Community” has been published and disseminated, aimed at raising awareness among public workers and political leaders of local governments. In the field of education, the promotion of university research in the field of the SDGs from Valencian public universities can also be highlighted.

●Raise awareness: In this regard, an Education Strategy for Development is established in the formal sphere and the creation of educational resources such as an educational programme called “Connecting with the SDGs”, a video aimed at children “We are looking for Super SDGs” or through an exhibition in different educational centres of Rollups created with a mobile application.

●Commit: With the publication of Law 18/2017, of 14 December, of the Valencian Government, on cooperation and sustainable development, which includes, among other initiatives, integrating and extending the SDGs throughout the territory. In addition, the creation of several specific bodies for the fulfilment of the SDGs by means of Decree 94/2018 on the creation of advisory and participatory bodies for the sustainable development goals is also noteworthy. It is also worth mentioning the creation of the High-Level Advisory Board for Sustainable Development and the Territorial Council for the fulfilment of the 2030 Agenda with the function of guaranteeing cooperation and strengthening the alliance already created between the municipalities of the Community. The Department of Participation, Transparency, Cooperation and Democratic Quality is the political body of the Valencian Government that has been responsible for drawing up a monitoring map of these goals and the indicators that explicitly provide the progress made in this area. On the other hand, the qualitative assessment of how the different SDGs and the goals specified in the 2030 Agenda are developed in each of the Regional Ministries will be carried out by an Interdepartmental Commission for the fulfilment of the SDGs.

Municipalities also have to be a transforming agent. In this sense, Gandia shows its commitment as an inclusive city and has developed a local action plan.
