The research develops within the framework of the evolution of human rights, particularly in the processes of implementation of economic, social and cultural rights (ESCR or social rights). The research lines converge in two dimensions, the effectiveness and enforceability of these rights. In terms of effectiveness, the objectives of the research focus on determining the rights¿ contents, the obligations they generate, the entitlement of rights, and the criteria for their interpretation and application. The enforceability dimension includes obligations related to compliance by duty-bearers and rights-holders, multilevel institutional mechanisms for the enforcement of normative, judicial and quasi-judicial rights, as well as access to justice. The approach to the principle of equality and non-discrimination and the gender perspective must be considered transversally to the dimensions of the effectiveness and enforceability of ESCR.

• Conocer el desarrollo actual de los DESC, los avances y los retos pendientes. ¿Que implican en la actualidad los DESC?
• Aportar claridad y sistematizacion del contenido y las obligaciones de los DESC dada la pluralidad de sistemas de proteccion.
• Desarrollar criterios interpretativos del contenido minimo de los derechos establecidos en directrices y estandares internacionales.
• Examinar avances y retos pendientes en relacion con la titularidad universal de los derechos.
• Profundizar en el desarrollo teorico y practico de los derechos humanos orientado a fortalecer la tesis de las conexiones entre derechos humanos: examen exacto de las relaciones de indivisibilidad, interrelacion y de interdependencia entre los derechos humanos.
• Incorporar la vision de otras ramas de las ciencias sociales en la implementacion multinivel de los DESC.
• Puesta en practica del sistema de indicadores a traves de casos de estudio.
• Clarificacion en los conceptos y en los mecanismos de exigibilidad de los DESC. Estudio del Protocolo Facultativo del PIDESC.
• Explorar las posibilidades de reforzar los mecanismos de derecho interno de tutela administrativa y judicial de los derechos y otras acciones de incidencia.
• Precisar los medios para que individuos o grupos agraviados dispongan de medios y recursos efectivos de reparacion.
• Examinar las relaciones entre los DESC y el Derecho antidiscriminatorio. Derechos sociales y perspectiva de genero.
