
Universitat de València reduced its budget by 25 millions in 2011. That is the data from the accounts clearance for last year. This is the fourth year that the academic institution is implementing its policy of austerity and reducing the budget, as the manager, Joan Oltra, recalled during the Governing Council’s meeting celebrated last April 25th. The Governing Council passed both the accounts settlement and the Universitat’s suggestion box operating rules.
UV has saved on investments (20.5%) and on its staff expenses (0.3%), while there have been an increasing in the operational expenses (1.6%) – far below the year’s inflation, which was 2.37%.
According to this figures, the budget settled in 2011 is 386,599 Euros, while in 2010 was 411. De level of budget execution was 73.2% and the degree of compliance was 86,1%. In December 31st 2011, the Universitat’s total debt reached 238 million Euros, 34 more than the previous year.
On that date, the Valencian Generalitat owed 223,849 million Euros. The total of the institution’s financial expenses was 10,328 millions in 2011. From this amount, 1,164 corresponded to interest rates and bank charges for credit accounts, and 688,000 Euros corresponded to interests for the payment through transfer confirming from the Generalitat (three payments).
Before the Governing Council, the manager, Joan Oltra, thanked the effort done by all the members of the university community. Thanks to that, the austerity plan has been successful.
The Principal’s report
In his report, the Principal, Esteban Morcillo, expressed his concern for the Spanish Government’s Decree, which tries to rearrange the university system. The Principal explained the movements carried out over the last days to find out different points of view and to adopt common measures. Morcillo recalled the CRUE’s document, published on the Universitat’s web, and announced a new document written by all the principals in the Valencian public universities, which will be launched soon.
Some people attending the Governing Council’s meeting has supported the Principal’s initiatives, but they have claimed for a UV’s clear position when facing a basic right as the right to education.
Besides the general criticism of the increase in fees and the request for a better grants policy, different spokespersons alerted to the increae in the workload of lecturers, which is foreseen in de Decree and may reduce the teaching quality.

Suggestions box
The Governing Council passed the Reglamento de Funcionamiento del Buzón de Sugerencias, Quejas y Felicitaciones – the operational rules for the suggestions box. The Vice-principal for Sustainability and Infrastructures, Clara Martínez, explained that a regional decree has requested the approval of this rules. The suggestions box is also on of the objectives of the Universitat’s strategic plan.
This new tool will be ready from 2012/2013 academic year, as the Vice-principal explained.

Institutional condolences
Finally, the Principal expressed the institutional condolences on the recent passing away of the medicine’s student, Carlos Morillas, and the full professor of genetics, José Luis Mensua.
