Presentation of the Libro Blanco sobre la Reforma Tributaria

The presentation of the ‘Libro Blanco sobre la Reforma Tributaria’ (Spanish for White Paper on Tax Reform) will take place on May the 13th. The aim of the paper is to make the tax system more efficient and modernise it to meet the challenges of the 21st century.

 

The presentation day will start on Friday May the 13th at 9.30 am in the Degree Hall of the Faculty of Economics (ground floor). The opening will be given by Francisco Muñoz Murgui, dean of the Faculty of Economics; Rafael Beneyto Cabanes, General Director of Taxes and Gambling of the Generalitat Valenciana (Valencian Government); and Amadeo Fuenmayor Fernández, director of the Chair of Autonomous Taxation.

Jesús Ruiz-Huerta Carbonell, Professor at the Universidad Rey Juan Carlos and Chairman of the Committee of Experts for the Tax Reform, will then give a lecture on the general lines of the Líneas generales del Libro Blanco y diagnóstico del sistema tributario (Spanish for White Paper and diagnosis of the tax system). María Teresa Soler Roch, Professor at the University of Alacant and member of the Committee of Experts, will focus her intervention on the Imposición sobre la riqueza y corresponsabilidad fiscal (Spanish for Wealth taxation and fiscal co-responsibility). The last lecture, given by Xavier Labandeira Villot, Professor at the Universidade de Vigo and member of the Committee, will deal with the Fiscalidad Medioambiental (Spanish for Environmental Taxation). 

This meeting is part of the series of Workshops organised by the Universitat de València, the Department of Applied Economics of the Faculty of Economics UV, the Regional Ministry of Finance and Economic Model (GVA, Valencian Government), the Chair of Autonomous Taxation and its research group EVALPUB.

The Libro Blanco is the result of the diagnostic work carried out by the Committee of experts commissioned by the Secretary of State for Finance by Resolution of April the 21st 2021. The aim of this study is to serve as a basis for a reform of the tax system that guarantees the sustainability of public finances, so that it can respond to the financing of public expenditure, contributing to the reduction of the structural deficit and the maintenance of the Welfare State.
