Description of research activity:
The research group has an established track record in the legal analysis of Open Government, public freedoms and the digital transformation of administrations. With a base formed in consecutive national research projects on e-government, social networks and freedom, and Open Government, the group maintains its commitment to the constitutional study of the regulatory and practical changes associated with transparency, participation and open data in the digital ecosystem. The team delves into the legal regime of fundamental rights on the Internet, data protection in the face of active advertising, and the tensions between freedom of expression and control of hate speech, especially in a context of artificial intelligence's phagocytisation of all social and legal nooks and crannies. The group is currently coordinated by Jorge Castellanos Claramunt, senior researcher in projects related to citizen participation, artificial intelligence and fundamental rights in the digital environment, and co-director of the PAGODA Chair in Open Government, Participation and Open Data. His research profile is directly linked to the strategic lines of the group, which are oriented towards the consolidation of a robust legal framework for Open Government and its democratic implications. He follows in this task Lorenzo Cotino, a national and international reference in digital rights and digital constitutional law, who continues to be actively involved after having been principal investigator in previous projects and contributing an extensive and transversal scientific production in the field. Also noteworthy is the presence of Göran Rollnert, Professor of Constitutional Law and expert in constitutional jurisdiction, fundamental rights and political pluralism, who contributes a key theoretical and comparative vision for the analysis of Open Government as a structural phenomenon in democratic systems. And, of course, Remedio Sánchez, Emeritus Professor of Constitutional Law and one of the most authoritative voices on freedom of expression, information and the media, who provides a consolidated approach to the limits and guarantees of public discourse in digital contexts, especially in the face of phenomena such as hate and disinformation. The team combines consolidated profiles with new incorporations of young researchers and specialists in constitutional and administrative law, data protection and digital transformation of the public sector. The international projection is also reinforced, with active collaborations with leading universities in Europe and Latin America, which allows the group's objectives to be approached from a comparative and multilevel perspective. Beyond regulatory analysis, the group is committed to influencing the interpretative and practical evolution of Open Government, in dialogue with transparency authorities, control bodies and courts, as well as promoting spaces for knowledge transfer through reports and institutional diagnoses. At a time of particular intensity for the legal transformation of administrations, the group aims to contribute to the conceptual consolidation and legal projection of a more open, guaranteeing and participatory model of government.
