The UV will have a budget of 340 million euros in 2017, 0.79% less

The Governing Council has approved the budget project for 2017, which amounts to 340 million euros, 0.79% less than the current year. The budget has also been approved by the Board of Trustees. The tuition fees for the degree and postgraduate studies remain the same. Nor is there any provision a variation in the funds transfer of the Valencian Government.

The ordinary transfers included within the Valencian Government’s budgets for 2017 in the university filed are almost the same as in 2016 (746.49 million in 2017 compared with 740.92 de 2016, with a nominal change of 0.75%).

The General Manager of the UV, Joan Oltra, has explained that 2016 has elapsed without anxiety when it comes to the treasury needs and it has been possible to meet the obligations of the institution against third parties. The unusual reception of funds, mainly through transfers, has made it possible to save a great part of the financial expenditures that were initially expected. Oltra expects this situation to happen again in 2017.

The tuition fees and other incomes do virtually not increase (0.22%) compared to the previous year, with an expected amount of 57.40 million euros of tuition fees from the degree and postgraduate studies. The rest of the collection is related to other non-formal studies, especially 8.25 million for the estimated income from the collection of the tuition fees of the postgraduate non-formal studies, and to the other incomes among which the most important item is 7.10 million euros collected in research agreements.

The usual transfers come mainly from the Valencian Government contributions. The forecast included in the 2017 bill of budgets of the Valencian Government for the Universitat de València is about 228.02 million euros, which is exactly the same amount as the previous year. This amount is intended to fund ordinary expenditures. It also includes an amount of 2.43 million euros from the application of the funds of the line called 'T8219000 Improvement in the working conditions of the university staff'.

The General Manager of the UV, Joan Oltra, has highlighted the effort in the management and the expenditure restraint that the institution has done during the last years. In this way, for instance, in the last seven tax years, the staff expenditure only has increased in 4.03% (of the 208.154 million euros in 2011 to the 216.550 in 2017). The usual working expenditure has decreased in 1.68% (of the 53.540 million euros in 2011 to the 52.639 in 2017).

The UV-specific degrees offer

The Governing Council has also approved the offer of the UV-specific degrees for the academic year 2017/2018. There are master’s degrees, diplomas and certificates in all the knowledge areas, according to what the Vice-Principal for Postgraduate Studies, Rafael Crespo, has explained. The offer consists of 320 studies to which 10 more can be added if some administrative issues are solved. Of all these studies, 166 of them correspond to the Health Sciences field, 110 to the Social and Law one, 22 to Arts and Humanities, 13 are of Engineering and Architecture and the last 9 are of the Sciences field.

Increase in the teaching in Valencian

On the other hand, it has been approved a change in the ‘Plan for increasing teaching in Valencian language’, which was approved in 2012. The Vice-Principal for Undergraduate Studies and Language Policy, Isabel Vázquez, has explained that the change specifies the moment in which the certificate of the Valencian knowledge can be requested to the reaching staff. Now, it will be demanded not at the moment of joining the institution (adjunct professors, tenure-track 1 lecturers ...), but in the phase of opting for job stability (permanent contract, promotion to tenured university school lecturer ...).

The change has been approved by a large majority, but with the opposition of the representatives of the student body. Paula Sala, Anna Díaz, David Jiménez and Marisa Ciscar have agreed on highlighting that it is a step backwards in the policy for increasing teaching in Valencian.

Isabel Vázquez has given data about the good progress of the plan for increasing teaching in Valencian language in the institution. In four years, the number of teaching hours has increased from 22.7% (academic year 2011/2012) to 38.5% in the current year.

The approved text is the following:

"All the calls for tenure-track 2 lecturers will include as a requirement the Valencian C1 level. For the evaluation of the applications for promotion to tenured university lecturer posts at the University of València, the Valencian C1 level has to be incorporated as a requirement. In the calls for positions of adjunct, trainee and tenure-track 1 lecturer, as well as in the evaluation of promotion applications to full-university professors posts of the Universitat de València, the knowledge of the C1 level in Valencian in those posts belonging to knowledge areas with needs of staff with a linguistic profile for reasons of non-compliance of the teaching hours assigned in Valencian will be required. In all these cases, the applications for promotion will have to be accompanied by a report on the situation of the knowledge area regarding the fulfilment of the teaching hours assigned in Valencian. It will also have to be demanded the knowledge of the Valencian C1 level in the hiring for the substitution of teaching staff that has assigned the teaching in Valencian".
