
A seminar analyses the alternatives to the systematic interment in Immigration Detention Centre (CIE), that are respectful with Human Rights. The seminar, organised by Cepaim Foundation, the Institut de Drets Humans of the Universitat de València (IDH-UV) (Human Rights Institute of the Universitat de València) and Platform for International Cooperation on Undocumented Migrants (PICUM), takes place in salón de grados of Faculty of Law, Tarongers Campus.
The national and community regulations, explains Professor Ángeles Solanes, coordinator of the seminar, establish the internment of foreign persons as a measure of last resource, but this is not the case in practice in Spain, where migrants subject to forced return procedures are systematically interned in Immigration Detention Centre. “This results in the continuous and systematic violation of the fundamental right to freedom of migrants, and this has a serious impact on their lives; it exacerbates their situation of vulnerability and the incidence of mental health problems such as anxiety, depression or post-traumatic stress disorder. While migrant detention is based on control and has a punitive approach to migration, measures focusing on the participation of migrants and the provision of support have proven to be much more effective in improving the well-being of migrants and increasing their confidence in the system, as highlighted by the Council of Europe,” adds Solanes.
This seminar will evaluate the potential of alternatives based on individual case management as a more effective and humane approach to migration management in the Spanish context.
