The “Data Literacy” Project – Development of a Data Literacy Test and Initial Results
Cornelia Schoor

Data literacy is highly important in today’s Western society, which is becoming increasingly digital and data-driven. However, we still know little about the abilities of the general population. For this reason, the Data Literacy project, funded by the German Federal Ministry of Education and Research (currently the Federal Ministry of Education, Family Affairs, Senior Citizens, Women and Youth), aimed to study the abilities of the population (aged 10 to 69) in Germany. To this end, we developed a data literacy framework for the general population and a test consisting of 159 tasks. These tasks were examined in a developmental study involving 239 participants. Based on an item response analysis, we selected 40 tasks for the final test. In the main study (autumn 2023 – summer 2024), nearly 6,000 participants representative of the German population took part. In this talk, I will present the project, the framework and the development of the test, as well as results from the developmental study (and possibly an outlook on the main study).
