Given the importance of the 2nd Human Rights Plan, as well as the interest shown by both non-governmental organisations and institutions, the MPR has considered it appropriate to open a public consultation prior to the start of the Plan's elaboration, which, in any case, will be followed by an important participatory process. This process will be open between 12 and 30 April.
