Universitat de València passes a measure to increase teaching in Valencian language

Universitat de València’s Governing Council passed on Tuesday the Plan de Incremento de la Docencia en Valenciano. According to this document, the institution will set the minimum percentages for the teaching of Valencian language in the degrees ‘with an annual increase which will allow us to achieve the objective of 35% in 5 years, as well as the equitable distribution of the teaching offer in both official languages in 10 years as the maximum time.’ The Governing Council also passed the rules for the internal procedure of students representative assemblies.

The Vice-principal for Studies and Linguistic Policy, Isabel Vázquez, has explained in the presentation of Plan de Incremento de la Docencia en Valenciano (the plan for increasing teaching in Valencian language), that UV leads the offer of this teaching kind in the autonomous community. It grew fery quickly wen it was established but it had come to a halt in the last years. This is the reason to give a major boost to the teaching in our language, which nowadays has a 25% of teaching.

Among other matters, the Plan points out that: ‘The academic offer of degrees, master’s degrees and doctorate programmes must exactly reflect the language each group must be taught.’
The document also states: ‘Lecturers must teach in the language stated in the academic offer. Once the registration is open for the students, language cannot be changed, even if the students decide to vote against. Students registered in Valencian taught subjedts must receive at least the materials made by the lecturer, exams, teaching guide and practicals in this language. If there is any version in Valencian language of the references, it is highly recommended to use it.’
 

The proposal has caused a debate at the Governing Council’s meeting. Especially from the faculties of law, some voices have expressed the possible incompatibility of the plan with the recent jurisprudence. Moreover, some representatives of the School of Engineering have stated that the students demands of receiving training in Valencian language is much lower that proposed in the plan.

Other voices, however, agreed with the proposal (from faculties of economy, social sciences, philosophy, etc.). They have stressed that the plan establishes a sufficient time-frame to reach the objectives and allows flexibility in its implementation.

In the last five years, teaching in Valencian language demand has increased in 29.5%, and has reached to 35%. On the contrary, the offer remains in 25%.

The plan has been passed: 30 votes in favor, 7 against, three blank votes.

In this meeting, the Governing Council has also approved the the rules for the internal procedure of students representative assemblies. As the Principal’s delegate for students have explained, these rules try to offer a framework regulation in order to prevent each assembly of having its own rules.

The Governing Council has approved the recruitment of lecturers Jordi Pérez Durá, Carles Furió, Luis Franco, Manuel García Ferrando, Adolfo Benages and José Adolfo de Azcárraga as professors emeritus. Tomás Vives and Jaime Vidal contracts have been renewed. Dulce Contreras, Teresa Domingo, Beatriz Gallardo, Bernardo Gómez, Manuela Pardo, Rosa Marín, Teresa Carnero, Daniel González Serisola, and Luis Pastor have been appointed as members of the General Foundation’s Trust.

Finally, the Governing Council has passed different adaptation of staff regulations and lecturers recruitment in order to adapt them to the Royal Decree of April the 20th.
