The Commission’s draft work programme update includes preparations for the next Horizon Europe and a biodiversity mega-call

The 2027 update of the Horizon Europe work programme signals a strategic wrap‑up of the current framework, with a stronger emphasis on competitiveness and market uptake of research outcomes. The European Commission plans €193 million in bridging actions to ensure a smooth transition to the post‑2028 programme, strengthening links between research, innovation and deployment.

Key priorities include artificial intelligence, infrastructure, applications and talent attraction (Choose Europe), innovation ecosystems, and support for research infrastructures and climate coordination.

A major €229.5 million biodiversity “mega‑call” stands out, supporting EU targets on conservation and ecosystem restoration.

However, the proposal is contentious: the potential use of associated countries’ contributions raises legal concerns and criticism due to possible impacts on highly oversubscribed programmes.
