COMISSIÓ DE SOSTENIBILITAT

Preamble

Article 115 of the Statutes of the University of Valencia establishes that, for the study of certain matters, the Senate, the Governing Council, and the Rector may agree to create non‑permanent commissions. The competencies, composition, and operating rules of these commissions must be specified in their respective regulations, which should be approved by the body that creates them. In any case, the regulations must be notified to the Governing Council.

Following the approval of the Campus Sostenible project, it became necessary to create a commission responsible for launching and subsequently monitoring the activities derived from this Sustainability Master Plan. This body aims to advise the vice‑rectorate responsible for sustainability on related matters.

The first Campus Sostenible project began in 2011 with a horizon of 2015. Years after that date, and given the absence of a new sustainability project at the University of Valencia, the intention is to develop a second Campus Sostenible project to safeguard the sustainability of the university and its environment.

Faced with this challenge, it is necessary to introduce modifications to the initial regulation to adapt it to the current reality of the university and to ensure that the Sustainability Commission becomes an effective tool in fulfilling its mission.

REGULATION

CHAPTER I: Composition and Functions

Article 1

  1. The Sustainability Commission shall be composed of the following members, or their delegates:

  • President, the vice‑rector responsible for sustainability.

  • Vice‑president, the delegate for Sustainability, who will act as president in their absence.

  • Secretary, appointed by the presidency from among the members of the commission.

  • Deputy manager for economic coordination and services.

  • The person responsible for each service, unit, or area related to the University’s Sustainability Program, including:

    • Technical Unit Service

    • Administrative Contracting Service

    • Lifelong Learning Service

    • Information and Outreach Service (SeDI)

    • Technical and Maintenance Service

    • Scientific Culture Unit – Scientific Policy Office

    • Unit for the Integration of People with Disabilities

    • Equality Unit

    • Environment Area

    • Prevention Service

    • Research Support Service

  • Heads of initiatives linked to the vice‑rectorate responsible for Sustainability.

  • One member of the 0.7 Commission.

  • Director of the Botanical Garden.

  • Campus‑coordinating deans (Blasco Ibáñez, Burjassot‑Paterna, and Tarongers).

  • Two PDI members proposed by the Governing Council from among individuals with recognized experience in sustainability within the University of Valencia.

  • Three students elected by the General Student Assembly.

  • Presidents of the PAS Board, PDI Board, and Works Council, as invited members.

  • The rector’s delegate for the strategic plan.

  1. The presidency may invite any individuals deemed appropriate to participate, with voice but without vote.

Article 2 – Functions of the Commission

  • Advise governing bodies on sustainability matters.

  • Develop the Campus Sostenible master plan.

  • Promote Campus Sostenible initiatives.

  • Report on the Campus Sostenible program.

  • Coordinate information and communication policy for Campus Sostenible.

  • Evaluate and monitor the Campus Sostenible program.

  • Define the process map for the Campus Sostenible project.

  • Propose UV representatives for sustainability‑related forums and events.

  • Any other functions derived from the sustainability master plan.

CHAPTER II: Operation

Article 3

The Sustainability Commission shall be unique, but to streamline its operation, a Permanent Sub‑commission will be created. Additional sub‑commissions may be formed based on the four dimensions of Campus Sostenible:

  • Healthy University

  • Environment

  • Education and Research for Sustainability

  • Social Commitment and Participation

The Permanent Sub‑commission will include:

  • President of the Commission

  • Vice‑president

  • Secretary

  • Rector’s delegate for the strategic plan

  • Head of Technical and Maintenance Service

  • Head of Administrative Contracting Service

  • Heads of initiatives linked to the vice‑rectorate for Sustainability

  • One student chosen from among the three student members of the Commission

  • Head of the Environment Area

  • One representative from each working group

  • Director of the Information and Outreach Service (SeDI)

  • One member of the 0.7 Commission

  • Additional invited participants (voice but no vote)

The Permanent Sub‑commission will meet at least once per quarter or whenever the presidency deems appropriate. The presidency will inform the Sustainability Commission of the agreements adopted for ratification when necessary.

Article 4

The presidency will convene the full Commission whenever deemed appropriate. In any case, it will meet at least twice a year.

CHAPTER III: Voting and Decision‑Making

Article 5

The convening and operation of the Commission shall follow Article 229 of the Statutes of the University of Valencia for in‑person meetings, or the University’s Regulation for remote meetings and decision‑making by collegiate bodies (approved by the Governing Council on 18 February 2019, ACGUV 26/2019).

CHAPTER IV: Minutes and Agreements

Article 6

The secretary shall prepare the minutes of each session and draft and certify the agreements adopted, subject to formal approval of the minutes at a subsequent session.

Repeal Provision

The Regulation of the Sustainability Commission approved by the Governing Council on 27 September 2011 (ACGUV 221/2011) is hereby repealed.

Final Provision

This regulation shall enter into force the day after its publication in the Official Bulletin Board of the University of Valencia.
