Annual leave

Publicly-contracted administrative and service staff of the UV is entitled to 22 working days of paid leave per calendar year. This amount shall be reduced by the corresponding number of days if the length of the service in the calendar year is less. In addition, one working day shall be added to this amount after 15, 20, 25 and 30 years of service. For the purposes of holiday entitlement, Saturdays shall not be regarded as working days, without prejudice to any adjustments which may be made for special schedules, where appropriate.

General conditions

Services and administrative personnel (PAS)
 

Holidays are preferably taken in August, always taking into account the needs of the service and the need to reconcile work and family life. Any refusal on this ground must be in writing and duly substantiated. Annual leave may be taken in one or more periods. If split, no fraction shall be less than five working days. However, up to five working days may be taken in isolation. The period of leave must be requested two months in advance of the current year to the head of the administrative unit, who shall decide according to the needs of the service and the instructions of ACGUV 286/2019, supplemented by those negotiated in the annual Addendum. If, due to the needs of the service, a person is obliged to change their holiday period, they shall have five additional working days. This circumstance must be notified in advance to the Office of the General Manager for approval. If a member of staff of the Universitat de València has to return to work for one day during the authorised period of annual leave, this can be compensated with two additional working days of leave. This compensation does not require prior notification to the Office of the General Manager for authorisation.

Teaching and Research Staff (PDI)
 

 It is compulsory for teaching staff to take paid annual leave during the month of August. Exceptionally, for justified reasons of an academic nature or to facilitate the reconciliation of work and family life, the Head of the Department may authorise leave at other times, provided that the needs of the service are met. Requests for changes in the holiday period must be made before 15 June. The person concerned may appeal to the Principal against the refusal of the Head of Department to make the requested changes. Departments must send the Office of the Principal a list of teaching and research staff holidays before 30 June.

Holiday schedule

By 10 June of the current year, the heads of the various units must prepare a holiday schedule for the staff assigned to them. This schedule must be made generally available to the members of the unit concerned. Any subsequent changes to the schedule must be treated in the same way.

Interruption of leave

When situations of temporary incapacity, leave on the grounds of birth, adoption, guardianship or foster care of a parent other than the biological mother, risk during breastfeeding or risk during pregnancy prevent the start of the leave period within the calendar year to which it corresponds, or when the leave period, once started, is interrupted due to one of these situations, this period may be taken even if the calendar year to which it corresponds has ended. The period of leave not taken shall depend on the needs of the service, shall be subject to prior authorisation by the person responsible for the staff of the unit and shall in no case result in an increase in the legal duration of the leave. Temporary staff or staff who has not completed a full calendar year of service, including retirees, shall be entitled to the pro rata leave established by law or regulation. Additional leave days for seniority may be taken in full. In any case, leave shall be taken within the calendar year. Any postponement of leave – which shall be taken within the first quarter of the following year – is strictly exceptional, subject to the needs of the service and requires prior agreement or a document signed by the parties (the person concerned and the head of unit).

June, July, August and September schedule

During the months of June, July, August and September, the weekly working hours of all staff shall be reduced by three hours, with a proportional reduction in the working hours of non-full-time staff.

The Universitat may plan the total or partial closure of buildings and facilities during the month of August. The staff assigned to the services of these buildings or facilities shall take their holidays during the period of closure, unless their administrative situation prevents it.

During the month of August, the centres and services will be closed in the afternoon.

Christmas and Easter leave

At both Christmas and Easter, UV staff has one calendar week of holiday leave, which cannot be interrupted or taken at another time.

In addition to this calendar week, staff may accumulate personal or annual leave days, provided that the needs of the service allow it.

The organisation of services during the Christmas and Easter periods shall be the responsibility of the staff authorities, in accordance with the annual Addendum to the general calendar. Each service shall define and publish sufficiently in advance its opening hours and the distribution of staff between shifts in order to facilitate the reconciliation of personal, family and professional life.

Where the number of working days in each shift is not the same because of public holidays, the necessary compensations shall be negotiated.

Temporary staff working during the above-mentioned periods shall be entitled to a number of unpaid days off in proportion to the time they have worked during the six months preceding the Christmas and Easter holidays.

During the Christmas and Easter holidays, the weekly working hours of all staff shall be reduced by three hours, with a proportional reduction in the working hours of non-full-time staff.

Annual public holidays

UV employees are entitled to the number of annual public holidays specified in the official calendar. To these, the following are added:

  • The opening day of the academic year
  • The day of the centre or service: The staff of the Central Services and of the services that can be determined shall be grouped in two shifts in order to enjoy a holiday, to be chosen between the two that are established for this purpose in the Addendum to the general calendar of each year
  • Three days for local holidays 
  • Holy Saturday
  • 24 and 31 December

Services will be closed on Saturdays in August.

The remaining days that may be considered as public holidays or on which the Registry Office is the only service open shall be negotiated in the annual Addendum.

Minimum services

At the UV, if minimum services are not established by negotiation, the opening of the doors of the centres, services and the Registry Office is considered a minimum service.

Staff required to provide a minimum service are entitled to one day’s pay. In any case, the needs of the service must be respected. 

Personal leave

UV staff has the maximum number of personal days established in the Basic Statute of the Civil Service (EBEP). Temporary staff or staff who has not completed a full calendar year of service, including retirees, shall be entitled to the pro rata personal leave established by law or regulation. Additional days of personal leave for three-year periods may be taken in full.

Days of personal leave must be requested from the person in charge of each centre, service or management unit at least two days before the day requested. In the absence of a reply, the request shall be deemed to have been accepted. If the reply is negative, it must be in writing and duly substantiated.

Personal leave days may be taken from 1 January of the current year to 28 February – or 29 February, if applicable – of the following year. One year’s leave cannot be accumulated with another.

Such leave shall always be subject to the needs of the service.

Leave to compensate for Saturday public holidays

The annual Addendum to the general calendar shall include a maximum of one day’s leave when one of the national paid public holidays – which cannot be made up or replaced by the Autonomous Community – falls on a Saturday.

The annual Addendum to the general calendar shall include two days’ leave if 24 and 31 December fall on a public holiday, Saturday or non-working day.

The annual Addendum to the general calendar shall determine the arrangements for the use and time management of these days of compensatory leave.

This general calendar is supplemented by the negotiation of the Addendum to the annual calendar, which must at least comply with the provisions of ACGUV 286/2019.
