The official noticeboard must comply with the specifications established by this Regulation and the applicable regulatory norms of the electronic administration at the Universitat de València.

The noticeboard will be available 24/7 and for free at the online office of the UV.

Citizens have guaranteed access to the official noticeboard of the UV with no required identification. Nonetheless, the noticeboard allows restricted publication procedures to members of the university community whenever required by the type of document liable to be published.

In any case, citizens are guaranteed simple and free access to the noticeboard’s content through the installation of easy-to-access terminals in UV units, such as the General Registry, the Auxiliary Offices, the centres’ office of the dean, the office of the principal, etc.

Publications made on the official noticeboard will be carried out with prior consideration on the interested people’s rights, particularly on the personal data protection right.

Efficiency of the official noticeboard

The publication of administrative acts and communications to be issued on noticeboards or edicts due to regulatory or legal provisions must be carried out on the official noticeboard of the Universitat de València and have full legal effect.

Publication on the official noticeboard of the Universitat de València replaces publication on conventional noticeboards. Should a conventional publication occur, the publication on the official noticeboard of the UV will have priority.

Publications on the official noticeboard corresponding to notifications of administrative acts issued and legally established in the area of the Universitat de València will notify the interested people without said publications necessarily being posted on another noticeboard or official journal.

Publications on the official noticeboard for provisions or administrative acts and any other information to be published on other mediums, like official journals, are complementary, informative and legally effective when these communications are published or notified within the appropriate timeframe, manner and established legal channel or in a regulatory manner.

For the purposes of calculating time limits, the publication date will be the one appearing on the time stamp of the published document.

Publications withdrawal

Publications must be withdrawn from the official noticeboard as soon as they lose validity or if they become unnecessary and unimportant for the administrative procedure, while taking the appeal submission deadline into special consideration. The official noticeboard will contain a specific section for documents that, having lost validity, may have to be kept available to the public for reasons of transparency or historical relevance for the management. In this case, the lack of effect of the available notices must be expressly indicated in this section.

In any case, of all the documents published on the official noticeboard, a copy must be preserved and kept available to interested people, public administrations, judges and tribunals, for the attention of all possible responsibilities that the publication may generate during the limitation period of said responsibilities.
