    This publication presents studies on the impacts of culture on development from different perspectives and experiences.     Efficiency of Musical Societies in the Valencian Community

    Empirical applications for assessing the efficiency in cultural organizations are still scarce. In this paper, we use a non-radial, output-oriented, DEA model for assessing the efficiency of a sample of 292 Musical Societies in the Valencian Community. The interest in this type of cultural organization lies in both its socio-economic relevance and its degree of territoriality. The achieved results show that the average efficiency of the Musical Societies stands at 72.66% and points out to the existence of certain specificities in the supply and demand for provincial markets in which they operate.

    This paper looks exclusively at the role that cultural and creative activities play in the country's economy.     In recent years museums have aroused great interest, hard to imagine just a few decades ago, not only for being the transmitters of knowledge handed down from the past for the present and future generations but for the impact that they have on the territory around them. The modern museum appears as a renewed institution, very dynamic and growing constantly, perfectly capable of competing not merely with other cultural alternatives but with other forms of leisure too. It constitutes a fundamental input for creating alternative forms of tourism, contributing to the generation of a local development with a new variant that we call "cultural tourism". This updated conceptual remodelling of the museum is not meant to break in any way with the old idea that emanated from the fi rst paragraph of the preamble to law 16/1985 of 25th June, of the Spanish Historical Heritage, due to the defi nition that emerges from it, but to complete and revitalize it. From the economic point of view, a museum can be understood as a factory that transforms, like any other, a group of inputs through a series of processes of change into another diverse group of outputs, as is shown in the following fi gure. Based on this idea of the museum as a transformer of resources into products and services, managers fi nd themselves forced to organize the processes with the aim of establishing the best strategy for providing services and managing their resources, optimizing them to meet the institutions objectives. This function of the organization poses the need to bring the strategy to fruition in an action plan, and in a group of indicators that enable it to be monitored.

It is a long journey that shows us the multidimensionality of social phenomena and especially those linked to culture. The authors of this work, who start from the paradigm of the Economics of Culture, firmly believe in this mother idea and develop both theoretical frameworks and recommendations of specific policy models, with the aim of intelligently managing the cultural capacities of a territory. Its recommendations stem from a developed practice, over the last 10 years in analysing and diagnosing models of cultural intervention at local level. As the authors point out, 'cultural defines an effective and hopeful new frontier in the area of development'.

    Although the concept of changing the Spanish productive model has been talked and written about since the 2004 elections, reflections on the issue have taken centre stage since the economic crisis has manifested itself with greater virulence. When academics, trade unionists or politicians lie about the issue, they are basically referring to the "desire" that instead of a considerable part of our wealth and jobs originating in the construction or tourism sectors, with very low productivity, this wealth and employment should be located in the aeronautics, renewable energies, ICT sectors, biotechnology, research or other advanced services. When academics, trade unionists or politicians lie about the issue, they are basically referring to the "desire" that instead of a considerable part of our wealth and jobs originating in the construction or tourism sectors, with very low productivity, this wealth and employment should be located in the aeronautics, renewable energies, ICT sectors, biotechnology, research or other advanced services. There is no doubt that some sectors are capable of generating more wealth per worker than others, and there is no doubt that some sectors offer more attractive jobs than hotel receptionists, shop assistants in department stores or bricklayers. As surprising as it may be to some policy makers, this article argues that we should pay more attention to the cultural sector. The figures are not negligible, since we are talking about a set of activities that in 2005 -the last year for which the accounts are available- accounted for 3% of GDP for cultural activities and 3.8% for all activities related to intellectual property. To get an idea of what this dimension means, we can say that, for that same year, it represented a size in economic terms similar to the primary sector (Agriculture, Livestock and Fishing) and more than a third of the construction sector -that monster that ate everything-. With not much effort, it could be plausible to set a target of 5% by the end of the legislature. In terms of international competitiveness, Spanish cultural production is not badly off.

However, there is no conclusive one in the literature. In this article, we build a theoretical framework to interpret the causality between richness and employed in cultural sectors, then, using regional data for Spain between the years 2000 and 2008, we focus in testing the relationship between GDPpc and the employment in the ‘cultural and creative industries’ in order to assess if any kind of causality actually exists. Our results seem promising, having found there is a significant feedback (bi-directional causality)...

    In 2010, the municipal government of Gandia asked us to carry out a foresight exercise with the aim of establishing the basic lines of action for the next period of government 2011-2014. Having established by consensus with the local government the basic questions on which it would be necessary to study in depth, a more detailed methodological reflection was needed to serve as a guiding thread for the work in progress. This approach has the advantage of being based on a generally accepted concept with a broad consensus and which, due to its holistic nature, makes it possible to articulate practically any sensible urban policy proposal. We recall that urban sustainability is a collective learning process that leads to higher levels of integration between economic growth using increasingly modern technologies, improved levels of social cohesion and active respect for inherited heritage (natural resources and environment, architectural heritage and cultural heritage).
