Creative industries and productivity in the European regions. Is there a Mediterranean effect?

    Rafael Boix-Domenech, Jesús Peiró-Palomino & Pau Rausell-Köster

    (2021). Article

Regional Science Policy & Practice. No.13

The existence of a Mediterranean way of creativity and its effects on regional performance has been discussed in European development strategies. However, there is little evidence supporting that idea. This paper addresses this issue by using data on creative industries for a sample of 276 European regions and the local linear least squares estimator, able to deal with parameter heterogeneity. The results suggest that creative industries increase labor productivity. Nevertheless, the paper contributes by providing, for the first time, evidence that the average impact of the creative industries for Mediterranean regions is not substantially different from that for the rest of European...

However, other territorial patterns emerge, showing the heterogeneity of the impacts of creative industries, which can be even negative in some regions. This evidence has implications for regional, economic and cultural policies.

Analysis of the role of cultural spaces in the redefinition of cultural policies in cities. A case study of the metropolitan areas of Las Palmas de Gran Canaria and Santa Cruz de Tenerife-San Cristóbal de la Laguna.

    Antonio Ramos Murphy

    (2020). Thesis

This thesis deals with the relationship between cultural spaces and cultural policies, in particular in the urban sphere. Specifically, in this research project we argue, firstly, that urban cultural policies and policies for the creation of cultural spaces are governed by the same logic and are articulated in a functional whole to the dominant paradigm of cultural policy (in which cultural spaces are both a derivative and a condition of the model of cultural democratisation). Secondly, we maintain that cultural spaces are the keystone of cultural democratisation policies, as they constitute the main tool for their effective materialisation. Finally, we claim that a redefinition of the role and models of use and management of urban cultural spaces has the potential to reformulate local cultural policies in a more effective, efficient and equitable way. The research proposal is basically composed of a theoretical analysis, from an interdisciplinary perspective, which tries to project a critical view on the conventional models of cultural policies, supported by the empirical case study. The case study, composed of the analyses of the cultural spaces of the metropolitan areas of the two capitals of the Autonomous Community of the Canary Islands, has been approached in a detailed and exhaustive manner. Within this framework, the analysis of the spaces in the metropolitan area of Las Palmas de Gran Canaria has the epistemological function of corroborating the limits of conventional cultural policies; while the second analysis, referring to the model of the Tenerife Arts District Project, exercises the projective function of devising, on a concrete and real scenario, the possibilities of defining in a new way the uses of the spaces with the desire to convey this new cultural policy which overcomes the limitations detected. In other words, the methodology of case analysis allows us, on the one hand, to falsify conventional theory and, on the other, to test the plausibility of a new approach to cultural policy. In this sense, the research has focused on two main issues. Firstly, it aims to test the internal coherence of a theoretical framework for the definition and legitimisation of a new model of cultural policy capable of overcoming —in terms of effectiveness, efficiency and equity— the main limitations and deficits of a paradigm, that of cultural democratisation, which we argue is exhausted (both from the intrateorical perspective —inconsistent— and from the extrateorical one —inoperative and incapable of advancing the very practical objectives proposed—). Secondly, the research aims to examine the possibilities of designing a model of cultural space that will contribute to shaping a new urban cultural policy that overcomes the main deficits —in terms of effectiveness, efficiency and equity— of the cultural democratisation paradigm.

    Com recuperar-se de l'ictus cultural?.

It seems inevitable that the COVID-19 health crisis does not induce medical metaphors, and if we have to find analogies about what is happening to the cultural sector, there is no doubt that stroke does not provide a proper picture. The cultural sector has suffered a repentine collapse which has not been abruptly presented with a fear of confinement and which has a persistent effect over time, with the foreseeable repercussions, which will force us to reconsider many aspects of relations between creators and creators, spaces for cultural mediation and passengers, participants, customers and consumers. Many of the conventional assumptions and many of the practical inertia accumulated by the sector will prove completely ineffective for the recovery process. In order to recover its life-saving functions, the cultural sector is faced with the risk of disappearing to learn again.

Impact of the COVID-19 crisis on the organisations and cultural agents of the Valencian community

    (2020). Llibre

The need to analyse the implications of the COVID-19 crisis for the cultural sector calls for an urgent diagnosis. The COVID-19 crisis comes at a historic moment when the effects of the previous financial crisis in 2008 are still being felt. In order to study the impact of COVID-19 on the CC, we have carried out a telematic survey of cultural and creative agents, using the oil-tape sample procedure, with a sample of 410 respondents. The results indicate that the size of organizations and the ability to digitize their activity have been key variables in determining the impact, leading to an increase in teleworking where it has been possible to minimize activity in response, highlighting the...

Cultural Crossovers and Social Sustainability. No.12(12), 5132

Design policy for innovation and prosperity has been acknowledged and adopted globally. Existing literature on design policy usually adopts a top-down perspective to analyse the components of the design innovation system and ignores the practical needs of practitioners. Our study aims to explore potential opportunities and challenges of design policies for design-enabled innovation from a bottom-up perspective. We firstly discussed the enabling role of design in the context of design as input, output and process of innovation with emphasis on design-enabled innovation conception; then European design policies are reviewed in terms of characteristics, priorities and strategies at EU,...

Our study aims to explore potential opportunities and challenges of design policies for design-enabled innovation from a bottom-up perspective. We firstly discussed the enabling role of design in the context of design as input, output and process of innovation with emphasis on design-enabled innovation conception; then European design policies are reviewed in terms of characteristics, priorities and strategies at EU, national and regional levels. Based on multiple case studies on the SWOT (i.e., Strengths, Weaknesses, Opportunities, and Threats) analysis of 50 European design innovation initiatives, we summarised eight dimensions of SWOT factors—organisation, production, performance, knowledge, environment, market, technology and institution—so as to identify main strengths, weaknesses, opportunities and threats that practitioners are facing, and discussed common and specific factors that might influence the identification of SWOT forces by taking into account country and sector factors. We concluded that European design policy is located at a point of intergenerational transition from awareness raising to capacity building, which calls for more coordinated policies to tackle current opportunities and challenges.

Mayors, Using Cultural Expenditure in An Opportunistic Way Improves the Chances of Re-Election, but Do Not Do It: Revisiting Political Budget Cycles

    (2020). Article

    Sustainability. No.2020, 12, 9095

This article analyzes whether expenditure on the provision of merit goods, culture, health, education, and sports, by local governments, in medium-sized cities (between 20,000 and 100,000 inhabitants) is tied to the electoral cycle; that is, whether expenditure increases in the run up to an electoral process. Further, we analyze whether the increase in spending on Culture by local governments has any significant effect on the probability of local governments being re-elected. To answer these questions, a database of 350 medium-sized municipalities is used comprising the period 2011 to 2019, when two municipal elections were held in Spain; in 2015 and in 2019. The results confirm that both total spending and spending on culture and sports, are tied to the electoral cycle, while expenditure on other merit goods is not. Moreover, using a logit model, it is confirmed that an increase in culture expenditure has a significant effect on the probability of the government being re-elected. Specifically, a one-third increase in cultural expenditure, as a proportion of total expenditure (e.g., passing from 6% to 8%) at local government level, improves re-election chances by almost 10%.
