BUDGETS WITH A GENDER PERSPECTIVE

II Conference of the University of Valencia

Budgeting with a gender perspective is an essential tool for achieving effective equality between women and men. Essential because it makes existing inequalities visible while “committing” the necessary resources for their elimination.

The strategy adopted by the European Union in terms of equality policies between women and men is known as mainstreaming or gender mainstreaming, following the provisions of the United Nations Fourth World Conference on Women held in Beijing in 1995. In it It was agreed to require governments and other actors to promote an active and visible policy of mainstreaming the gender perspective in all policies and programs, analyzing the effects they produce on women and men before making any decision.

Following this line of action, at the University of Valencia the budget with a gender perspective becomes the place where the different actions regarding equality between women and men are prioritized.

The objectives pursued by the II Conference on Budgets with a Gender Perspective are:

  • Offer the information and training necessary for the governing and management bodies to prepare their budgets with a gender perspective.

  • Present the gender impact evaluation report.

  • Identify the needs related to budget monitoring from a gender perspective.

15:30 -HOW TO PREPARE BUDGETS WITH A GENDER PERSPECTIVE?  3-hour training workshop by the management staff of the Junta de Andalucía:

¬ Alicia del Olmo Garrudo, project manager of the Institute of Public Finance Studies

The objective of the workshop is to bring this work tool closer to the group of people who intervene and have responsibilities in planning and executing the budget. Based on this approach and the knowledge of different analysis and transformation strategies, the aim is to build the most appropriate work methodology to respond to the specific needs and possibilities of the university system.
