On 28 April, the Governing Council approved the document 'Academic criteria for the adaptation of the face-to-face format to the non-presential format of teaching and assessment at the Universitat de València as a consequence of COVID-19'.
This document follows the guidelines of the Spanish Ministry of Universities, through the General Conference on University Policy, and the Regional Ministry of Innovation, Universities, Science and Digital Society of the Generalitat Valenciana (Valencian Government).

The Universitat de València is an on-site university and a modern university that has long adapted its procedures to agile teaching and management based on efficient virtual procedures and tools.
However, the demand, caused by the current situation, to carry out teaching and assessment of all subjects in a non-attendance way, has forced the articulation of mechanisms to actively manage this non-attendance and because teachers and students have information about the tools available to them and how they can use them more effectively.
To meet this assessment, the Universitat de València (UV) currently has a Moodle-based LMS, called 'Virtual Classroom', which allows for proper monitoring of the teaching-learning process at all degree levels in which it is used: Degree, Master's Degree and Doctorate.
All UV students have access to this platform from the moment they register. On the other hand, the UV has a contract with Microsoft for the use, by all members of the university community, of the tools contained in Office365, and for access to the Teams platform. Virtual Classroom and Teams allow the evaluation of students through the delivery of tasks and questionnaires, after validation on these platforms. The UV also has the video conferencing service Blackboard Collaborate (BbC) accessible from Virtual Classroom, and the video conferencing system integrated into the Teams platform.
The Universitat de València has proposed an evaluation focused mainly on the work of the student in the final test, diversifying the evaluation activities among those that can be carried out with the tools that the Universitat de València has and can guarantee adequate security and sufficient response capacity to intensive use.

The Final Degree Project and the Master's Degree Final Project is one of the most unique, and we could say complete, subjects of a degree since, with their completion and defence, students demonstrate their competence to apply, in a practical way, the specific, but also transversal, knowledge and skills acquired throughout their training.
It is therefore a very important subject for student training, which has also been affected, like the rest of university teaching activity, by the lack of attendance caused by the current emergency situation.
In order to guarantee that the training of our students can be completed adequately and, whenever possible, within the time frame of the current academic year, the following instruction has been prepared which establishes the criteria to be applied to the tutoring, deposit and defence of the TFG and TFM during this exceptional period.

The following is an extract of the most relevant information from the instruction.
The teaching staff assigned to tutor a TFG or TFM will continue to carry out the tasks of guidance and monitoring of the work, and when the work is ready to be submitted, they will issue the corresponding report of the tutored work electronically.
The student will make the deposit of the TFG or TFM by the usual procedure, through the Electronic Headquarters of the Universitat de València (through Entreu) and will process by this way the request of defence and evaluation of the work, issuing an electronic version of the final work.
The defence of the TFG or TFM will be made on the date fixed by each degree or master's degree for each call, following the following indications:

Generally, it will be facilitated that the student body can carry out and defend the TFG and TFM within the established deadlines and always within the calls and the academic calendar set for the 2019-2020 academic year.
In those cases, in which the TFG or TFM require experimental data, the work will be done with the data that the student had at the time the alarm situation was caused.
If the student does not have his own data, or they are not enough to be able to make the presentation and discussion of the results and conclusions required by the TFG or TFM, the tutor will be able to provide the student with the necessary data because he can make the proposed work. In this case, it will be necessary to delimit and sign in a document the authorship or, if applicable, co-authorship of the work, delimiting it and clarifying it according to the typologies foreseen in article 7 of the Revised Text of the Law on Intellectual Property.
Only in cases where it was impossible to adequately perform the TFG or TFM assigned, and it is also impossible to reconsider it, one of the following alternatives may be arbitrated:
In these cases, the Final Degree Project Committee, or the CCA (Academic Committee) in the case of master's degrees, will have to justify the impossibility of completing the TFG or TFM within the previously established deadlines, for which it may require a brief report from the tutor of the work.
The choice of one or the other of these alternatives will be made considering the opinion of the student and the tutor.
When the application of this instruction to a degree is considered necessary to adapt and/or modify the performance, defence and/or assessment criteria set out in the Verification Report, an addendum to the TFG or TFM course guide will be made. This addendum will directly modify these aspects for this exceptional and temporary situation.
Likewise, students who may be affected by any decision or modification will be adequately informed sufficiently in advance.

Specific actions aimed at the students of the Universitat de València on the development of academic activities in view of the extraordinary measures established by the Valencian Community and the Spanish Government regarding the coronavirus.
Classroom teaching activity is suspended, i.e. teaching in theoretical classrooms, seminars, laboratories, tutorials, external practices, any other type of complementary classroom activity, and classroom evaluation tests.
However, the interruption of in-site academic activities does not imply their total suspension. As of Monday 23 March, classroom-based teaching will be replaced, as far as possible and in accordance with the specific characteristics of each degree course, by online teaching through the Virtual Classroom and the tools available on this platform.
The students enrolled in the course will be informed by the teaching staff of the course about the way in which it will be organised and taught. All communication between students and teachers will be through the Virtual Classroom and/or the institutional e-mail addresses (@uv.es, @alumni.uv.es).
These measures do not imply, directly and at this time, a modification of the academic calendar.

Non-attendance teaching will be carried out through the Virtual Classroom, which will be operative on a continuous basis, and through which teaching activities must be programmed so that students have at their disposal the necessary materials for autonomous study.
For video conferences, the integrated tool Blackboard Collaborate has been activated in the Virtual Classroom, which allows up to 250 simultaneous attendees.

Teaching activities that necessarily require attendance, such as laboratory practices, are suspended.
However, the teaching staff will value the possibility of carrying out non-attendance activities or other types of training activities that allow the acquisition, as far as possible, of the knowledge and skills that must be acquired in these subjects.
Once the in-class activity is re-established, Centres will reschedule, if necessary and within the school period, in-class activities that are essential to acquire the necessary training in these subjects.

The evaluative activities planned during the period of suspension of the activity will be replaced, as far as possible, by other forms of evaluation that can be carried out with the above-mentioned non-attendance teaching tools.

People who are currently undertaking a mobility programme (Erasmus studies, Erasmus internship, international programme...) must follow the instructions of the health authorities and universities of the country in which they are staying.
It is highly recommended to contact the Spanish Embassies and Consulates abroad or the Emergency Consular Unit of the Ministry of Foreign Affairs: (+34) 91 394 8900.
For the student body of the Universitat de València that had a mobility stay at another university, many foreign universities have authorised online teaching to follow classes, which is considered effective mobility time regardless of the student's physical location. Students must follow the non-attendance teaching offered by foreign universities and must not register for subjects in the Universitat de València.
If the foreign university does not offer this possibility, students should contact their mobility coordinator. The coordinator will help them make the necessary arrangements to register again at the Universitat de València to try to finish the course as planned.
At this moment, it is not necessary for students to obtain any kind of stay-termination certificate if they have decided to return to the Universitat de València. Instructions will be given from the International Relations Service later on.
For students from other universities who were doing a mobility stay at the Universitat de València, from 23 March and until further notice there will be no in-site teaching activity at the Universitat de València. Only online teaching will be carried out. Non-attendance teaching at the Universitat de València may continue, even if the students have returned to their countries of origin. If the state of emergency is extended, the Universitat de València will also study the mechanisms for non-attendance evaluation if the students are unable to take their exams on the official dates.
Mobilities with a starting date after 13 March are suspended and may not therefore take place.

The Teaching and Research Staff, as well as the rest of UV’s public employees, shall simultaneously, immediately and compulsorily transfer the Human Resources – Teaching and Research Staff (servei.pdi@uv.es), via emergencies@uv.es, and your direct supervisor if you are affected by or have symptoms of coronavirus disease.
If the symptoms appear at home, please will contact the telephone number 900 300 555 and not go to your workplace. Also, make the communications mentioned in the previous paragraph to the University, and your absence will be considered justified.
If the symptoms appear at the workplace, please will inform your direct supervisor, move immediately to an enclosed space and contact 900 300 555 to take the measures indicated by the health authorities.
The University Head Office will give the necessary instructions to ventilate the space and areas where the person presenting symptoms would have been and apply the hygiene measures determined by Health and Safety and the Environment Service for these areas.
Regarding the rest of the staff that would have shared working space with the person who showed symptoms of illness, preventive measures will be taken as established by the health authorities once they have been contacted with the 900 300 555.
In any case, it is obligatory that the person who presents symptoms of illness calls 900 300 555, complies with the indicated guidelines and transfers them to the University Head Office (emergencies@uv.es) in order to be able to adopt, if necessary, preventive measures. Specific actions aimed at the teaching and research staff of the Universitat de València on the development of research, innovation and transfer activities in view of the extraordinary measures established by the Valencian Community and the Spanish Government regarding the coronavirus.
Research, innovation and transfer activities should preferably be carried out online at home.
The minimum and essential activity of the Central Service for Experimental Research is maintained, in order to guarantee the continuity of experiments that cannot be postponed or are already in progress. The animal production and experimentation, plant production and aquarium plant services are also maintained. The users will have to communicate online to the abovementioned services any requirements that are essential in the experiments in progress. Only in exceptional cases they will have access to the facilities.
Conferences, congresses and training courses scheduled in UV spaces are canceled. This type of activity can be continued if it is carried out exclusively online.

Access to research laboratories is restricted to exceptional and unpostponable cases only.
The Teaching and Research Staff (PDI), the Research Staff (PI), the Researcher in Trainging (PIF) and the Administrative and Service Staff (PAS) will restrict their activities as much as possible to the Universitat de València's laboratories and facilities, preferably working from home or from home.
The conditions for access to the Universitat de València's research laboratories and facilities will be similar to those for Sundays and public holidays.
Students are not allowed access to laboratories or other research infrastructures, even if these activities are related to their Degree Final Project and/or their Master’s Degree Final Project or to a Collaboration Grant from the Spanish Ministry of Education.

In this sense, non-presential work is understood to mean not only that which can be done by telematic means, but also the ordinary handling of cases from the home.
Those responsible for the services and work centres will propose to the Management continuity plans for the services under their responsibility that guarantee the correct distribution of work, the provision and fulfilment of the functions assigned with the application of online work modalities for all or part of the Administrative and Service Staff under their responsibility. This continuity plan will be authorized by the Management.

Consequently, the bands limiting the organisation of working time are no longer in force, with the exception of those necessary for the maintenance of essential activities. In this case, those responsible for the services and centres may set up shifts for the presence of staff at certain times.

Taking into account the third additional provision of the Royal Decree-Law 463/2020, of 14 March, for which terms and deadlines are suspended and interrupted for the processing of procedures by public sector entities, this limitation shall also apply to the General Registry and the other registry offices, which shall remain closed.
When, for any exceptional reason, on-site care is necessary, the shifts required to ensure service provision shall be established and measures shall be taken to limit the concentration of persons in waiting areas. As well as safety and hygiene measures, indicating minimum distances according to the recommendations of the health authorities and the Health and Safety and the Environment Service (SPMA).

Working meetings will be prevented. In those cases that are essential, the number of attendees will be limited and they will be held in rooms with a capacity that allows a minimum distance of at least two meters between attendees. The use of videoconferencing or other telematic means is encouraged.

The Administrative and Service Staff, as well as the rest of UV’s public employees, shall simultaneously, immediately and compulsorily transfer the Human Resources – Personal and Administrative Staff (pas@uv.es), via emergencies@uv.es, and your direct supervisor if you are affected by or have symptoms of coronavirus disease.
If the symptoms appear at home, please will contact the telephone number 900 300 555 and not go to your workplace. Also, make the communications mentioned in the previous paragraph to the University, and your absence will be considered justified.
If the symptoms appear at the workplace, please will inform your direct supervisor, move immediately to an enclosed space and contact 900 300 555 to take the measures indicated by the health authorities.
The University Head Office will give the necessary instructions to ventilate the space and areas where the person presenting symptoms would have been and apply the hygiene measures determined by Health and Safety and the Environment Service for these areas.
Regarding the rest of the staff that would have shared working space with the person who showed symptoms of illness, preventive measures will be taken as established by the health authorities once they have been contacted with the 900 300 555.
In any case, it is obligatory that the person who presents symptoms of illness calls 900 300 555, complies with the indicated guidelines and transfers them to the University Head Office (emergencies@uv.es) in order to be able to adopt, if necessary, preventive measures. If the test is carried out to determine whether you are infected or not, you must report the result.

In those cases, in which it is materially impossible to carry out the functions of the site for the suspension of activities, the person responsible for the service or work centre will inform University Head Office of this circumstance in the corresponding continuity plan.

These staff must provide their personal contact details to their direct supervisor and be available to carry out tasks appropriately from their home.

The essential services continuity plan will be developed considering the scenario in which all UV work activity can be suspended except for these essential services. In this respect, the essential procedures and the sections, units or specific persons who in any case must attend their workplace in person to carry out the tasks assigned to them will be identified. Likewise, they will identify those sections, units or specific persons that require infrastructure or specific instructions to work remotely, prioritising this work modality whenever possible.

Where the competent authority restricts mobility between the place of residence and the place of work, the persons concerned shall be exempted from being present at the workplace.

Access to the UV facilities it is limited to its staff, as well as the staff of the entities located within its facilities, contractors for works, services and supplies. The access of any other person not related to the university is forbidden as well as the student body. Except for schoolchildren or residents, who may only access the facilities where they reside.
The janitorial staff and the staff of the access and security information services companies must comply with these instructions, requesting, if necessary, the accreditation of the status of UV staff, of related entities or of the contractors of works, services and supplies.
In any case, it is advised that all persons performing on-site work at the UV facilities avoid travelling in and between UV buildings and workplaces and remain at their workplace.

Those responsible for cleaning service contracts shall give appropriate instructions to increase the frequency of cleaning of all open facilities, with special attention to common spaces, spaces occupied by people with on-site work and the Principal Peset Hall of ResidenceSpecifically, the frequency of cleaning items such as handles, knobs, handrails, common use tables, elevators, toilets or taps will be increased, in addition to ensuring that soap and paper towels are never left out of the toilets.
The frequency of ventilation of the rooms will be increased.
This increase in services may be made effective by the reallocation of persons attached to the closed facilities listed in the Annex.
The Health and Safety and the Environment Service may propose to the undertakings providing the service that additional measures be taken in accordance with the recommendations of the public health authorities.

The persons responsible for the access information service contracts will give the appropriate instructions to reduce the presence of the staff providing the service, according to the real needs during this period.
However, in all buildings and facilities where the access information service is provided, including the closed facilities listed in the Annex, a minimum service of one person shall be maintained during the scheduled hours.
The duties of this person shall be limited to controlling and permitting access, if necessary, by maintenance, building works and cleaning staff.

An exception is made for the cafeteria service of the Principal Peset Hall of Residence, which in no case will include attention to outsiders.

Replacement services for food and beverage vending machines will be available, and the service will be provided only upon request by the persons responsible for the contracts

In accordance with the Spanish Government and the Valencian Government recommendations, service providers must promote remote working arrangements, provided that this is compatible with the tasks to be performed.
When it is not possible to implement this modality of work and the real needs of the presential service are substantially reduced, the person responsible for the contract may propose the reduction of the contracted service at the Administrative Procurement Service.
Any modification of the services involving a reduction in the committed consideration and in the staff of the service company provided for in the contract, shall require prior formal notification of the Administrative Procurement Service in the company.
In accordance with the Spanish Government and the Valencian Government recommendations, service providers must promote remote working arrangements, provided that this is compatible with the tasks to be performed.
When it is not possible to implement this modality of work and the real needs of the presential service are substantially reduced, the person responsible for the contract may propose the reduction of the contracted service at the Administrative Procurement Service.
