The UV reinforces the guarantees in the fulfillment of web accessibility

Websites are a universal service. From any part of the world, in any condition, using many and various access devices, a web page must be able to be accessed by all those who have an Internet connection.

Accessibility is the ability to ensure that anyone can effectively access and understand the information contained on a website regardless of their technical, cognitive, physical and cultural abilities.

Web accessibility could be defined as universal access to the web, regardless of the type of hardware, software, network, language, culture, geographical location and user capabilities.

In addition to providing good communication with the user, the Universitat de València website ensures that each user can communicate in the best possible way with the website or mobile applications to provide equal access to information with equal opportunities.

Accessibility is regulated by Spanish Royal Decree 1112/2018 on the accessibility of public sector websites and mobile applications. This regulation provides the following new features:

  • It brings Spanish accessibility requirements into line with the harmonised European standard.
  • It includes in its regulatory scope, the mobile applications developed by the Public Administrations and their intranets or extranets.
  • Each mobile portal and application must have an accessibility statement, a mechanism for reporting errors and requesting non-accessible content on demand, and also a complaint system.
  • The designation of a Unit Responsible for Accessibility (URA) in each public entity of all the state administrations.
  • The obligation to carry out periodic supervision by each URA of compliance with the implementation of the RD in each public entity.

After a period of transition and adaptation since the approval and publication of this Spanish Royal Decree in 2018, 20 September 2020 marks an important milestone for the activation of the most important and compulsory measures

The application of the Royal Decree affects all public administrations not only from the technological point of view but also from the organisational and administrative point of view, considering fundamental, in addition to the technological factor, the role played in this context by the units responsible for managing and editing the contents on the different websites as well as all the functional units that are the final providers of most of these contents.

It is particularly important to designate and appoint the Units Responsible for Accessibility (URA), which will be responsible for ensuring compliance with the accessibility requirements of websites and applications for mobile devices within their area of competence.

The Universitat de València has designated the Web and Marketing Unit (UWM) as the Unit Responsible for Accessibility (URA), providing it with the capacity to coordinate and act in all the areas in which accessibility has a special impact: publication services, the generation and publication of content on the web, assistance to citizens, information and communication technologies, press, training, etc.

Therefore, for the first time ever, a figure of transversal coordination in the field of accessibility is established.

The Web and Marketing Unit makes available to users all the information regarding accessibility, the regulations that regulate it and its actions in the search for full accessibility.

Likewise, in accordance with the Royal Decree, it establishes and supports the procedures for communication, complaints and claims so that users can participate and collaborate in improving and achieving compliance with the established requirements.
