The document is entitled UV’s commitment with Palestine. Declaration of the Governing Council of 28 May 2024 (orig. El compromís de la Universitat amb Palestina. Pronunciament del Consell de Govern de 28 de maig de 2024). The proposal is presented by the principal and the Executive Council, with the participation of the deans and directors of the Universitat de València.

The proposal is presented by the Executive Council —chaired by Principal Mavi Mestre—, and the deans and directors of the Universitat de València, and is based on the university’s commitment to the values of peace, justice, human rights and democracy. It stands by the demand for an immediate and permanent ceasefire and the start of a peace process based on dialogue and negotiation, in response to the Palestinian-Israeli issue.

The Universitat de València does not uphold any collaboration agreements with universities in Israel, and will continue to reject such agreements with Israeli institutions and research centres as long as the crimes against humanity against the Palestinians and the systematic and massive violations of human rights continue.

The UV’s proposal to the Governing Council commits to intensifying cooperation with the Palestinian scientific system and higher education in order to expand programmes of cooperation, volunteering and assistance to refugees.

The UV will also include the institution’s public procurement, as well as the administrative clauses of a social nature, thus excluding the companies benefiting (directly or indirectly) from the human rights violations, war crimes and crimes against humanity, in accordance with the UN recommendations and guidelines.

Finally, the Governing Council will call on the Spanish Government to comply with national and European law, in particular international law. The Governing Council will also demand the imposition of an arms trade embargo and the cessation of military cooperation with Israel. They will also demand the restoration of universal jurisdiction to prevent impunity for war crimes, crimes against humanity and genocide.

Since November 2023, the Governing Council of the Universitat de València, in all of its meetings, expressed its support for Palestine and the demand for a permanent ceasefire in Gaza, the condemnation of the violation of human rights by Israel and the rejection of the violation of international law.

The University Senate took a stance on an immediate and permanent ceasefire, an end to human rights violations and the start of a process of dialogue and negotiation to provide a permanent response to the situation in Palestine, originated as a consequence of the decolonisation process.

The UV also publicly expressed its support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), recognising the indispensability of the humanitarian work it has carried out throughout the years, which continues to be necessary in the face of the unprecedented suspension of funding by some states.
