Secretary General of the National Centre of Intelligence (CNI) to address a seminar on fundamental rights

Arturo Relanzón, Secretary General of the CNI
A seminar on “Intelligence and Fundamental Rights” will take place next Wednesday, May 10th,. This inaugural conference will be headed by Arturo Relanzón, the Secretary General of the National Centre of Intelligence (CNI) since 2020, whose image didn’t grace the news until two years later when CNI decided to publish it on their web page.
The conference will take place at 9am in the Graduate Hall of the Law School at the University of Valencia. Arturo Relanzón, the number two in charge of the Spanish secret services will be presented by José Luis González Cussac, professor of Criminal Law and the head of the Criminology and Criminal Sciences Institute at the University of Valencia, whose department along with the Human Rights Institute, organized this academic forum.
Born in Toledo in 1959, Arturo Relanzón serves as infantry colonel. In 1989, he joined the CESID (Spanish military intelligence agency), where he began lending his services to the Division of Counter-Terrorism. He worked in the Operative Action Division from 1990, occupying various head offices, until 2004 when he joined the National Centre of Intelligence (CNI). In 2009, he was named head of the Counter-Terrorism Division Area and in 2011, head of the Department of Cross-Boarder Risks. In 2016, he was appointed Counsellor at the Spanish Embassy in Washington.
The second conference of the seminar titled “Anticipation, Intelligence Services, and Fundamental Rights” will take place from 10:30am-11:15am and will be lead by Antonio Fernández Hernández, tenured professor of Criminal Law at the University Jaime I.
From 11:15am to 12:00pm, tenured professor of Ethics and director of the Chair in Intelligence Services and Democratic Systems at the University Rey Juan Carlos, Fernando Velasco Martín, will lead the conference titled “Ethics and Intelligence Services: Can the ends justify the means?”
Rosario Serra, professor of Constitutional Law at the University of Valencia will give a lecture from 12:15pm to 1:00pm on “Misinformation as a Weapon of Democratic Destabilisation.”
Thereafter, Josefa Ridaura, professor of Constitutional Law at the University of Valencia, will discuss facial recognition for security purposes. Finally, professor Fernando Flores will conclude the seminar.
